The following item may be enacted by one motion. There will be no separate discussion on this item unless a Member so requests, in which event the item will be removed from the consent calendar and considered in its normal sequence on the agenda. A roll call vote is required for the consent calendar.
1. AUTHORIZATION TO CONTRACT WITH WALKER PARKING CONSULTANTS FOR AN EVALUATION OF DOWNTOWN PARKING STRUCTURES:
Staff requests authorization to enter into a Professional Services Agreement (PSA) with Walker Parking Consultants (Walker) to assess the condition of three public parking structures in the downtown area and conduct a due-diligence survey of two private garages at a cost of $90,000.
On September 12, 2006, the Council authorized an appropriation of $25,000 from the General Liability Fund to augment the Parking Authority Fund budget to conduct a thorough evaluation of the three City-owned parking structures and a due-diligence survey of the privately-owned parking facilities on Orange Grove Avenue and Palm Avenue.
Staff recommends approval of a PSA with Walker for the assessment of the old AMC structure, the Courthouse structure and the Orange Grove structure in an effort to obtain necessary information on the costs of long-term maintenance. The agreement will include a due-diligence survey of the privately-owned parking facilities on Orange Grove Avenue and Palm Avenue to identify any immediate safety issues or durability issues that could affect the service life of the structures, which will be used to ensure maintenance standards are properly followed in these structures. In addition, Walker will facilitate a detailed review of the elevators in the old AMC and Courthouse structures.
Recommendation:
Adoption of proposed resolution entitled: A RESOLUTION OF THE PARKING AUTHORITY OF THE CITY OF BURBANK APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH WALKER PARKING CONSULTANTS FOR THE EVALUATION OF DOWNTOWN PARKING STRUCTURES.
