REPORTS TO COUNCIL:

2a.    UPDATE ON THE CALIFORNIA ENVIRONMENTAL QUALITY ACT DOCUMENT FOR THE DEVELOPMENT AGREEMENT BETWEEN THE AIRPORT AUTHORITY AND THE CITY:

The Council authorized staff to negotiate a development agreement with the Airport Authority which would be designed to help promote a joint effort to seek nighttime noise relief measures at the Bob Hope Airport.  It would also eliminate on-going zoning disputes and any planning for a new terminal but allow the Authority to purchase an existing airport parking lot. The seven-year term of the agreement would allow each party to focus joint efforts on seeking nighttime noise relief.

The Airport Authority is acting as the lead agency under the California Environmental Quality Act ("CEQA") and has prepared an Initial Study to evaluate the potential environmental effects of the proposed agreement. The City is a responsible agency, for it is a public agency with discretionary approval over the project. The Initial Study concludes that the project described in the Initial Study, which includes the agreement, would not have a significant impact on the environment. The review period is anticipated to begin shortly. More exact information on the release of the document will be presented at the Council meeting as well as a discussion of the document and project description.
