Carry-Over of Funds From the Fiscal Year 2006-07 Capital Budget and Reallocation of Funds in the Fiscal Year 2007-08 Capital Budget to Cover the Cost of Additional Safety Platforms for the Magnolia Power Project; and Approval of the Bid Award to RND Contractors, Inc.

 


PURPOSE

 

Staff requests that the City Council adopt the attached resolution.  Approval of this resolution will authorize the carry-over of $400,000 from the Fiscal Year 2006-07 Magnolia Power Project (MPP) approved capital budget in Fund 483, and will authorize the reallocation of $300,000 of the MPP Fiscal Year 2007-08 approved capital budget in Fund 483, to cover the cost in Fiscal Year 2007-08 of additional safety platforms, stairways, and ladders to improve operations and maintenance access at MPP.  Approval of the resolution will also authorize the General Manager of Burbank Water and Power (BWP) to execute a standard agreement with RND Contractors, Inc. for fabrication and erection of safety platforms for improved access in and around the Magnolia Power Project.

 

BACKGROUND

 

After a year of operating experience, staff recognized the need for additional safety platforms with stairways and ladders to improve accesses in and around MPP for operations and maintenance.  BWP and Southern California Public Power Authority (SCPPA) had approved $400,000 in their Fiscal Year 2006-07 capital budgets to construct additional safety platforms for MPP.  In 2006 after two silencers failed, a silencer inspection platform was added to the scope.

 

Engineering of all the additional platforms was completed in Fiscal Year 2006-07, and bids were solicited in May 2007 for fabrication and erection of the additional platforms.  Only one qualified bid was received, so the project was re-bid in July 2007.  The re-bid process has been completed and staff recommends a bid award to RND Contractors, the only qualified bidder on the project, for a lump sum fee of $690,600.

 

The ultimate source of all the funds for the Project is SCPPA.  SCPPA will reimburse BWP on a monthly basis for any and all costs associated with the Project. There is no financial impact to BWP.  Staff has identified $300,000 in the approved City of Burbank and SCPPA Fiscal Year 2007-08 MPP capital budgets (for silencer upgrades) that can be allocated to supplement the $400,000 carry-over of funds and complete the Project funding.

 

In its regular meeting on September 6, 2007, the BWP Board voted 7-0 to recommend that the City Council authorize the General Manager of BWP to execute a standard agreement with RND Contractors, Inc. for fabrication and erection of the additional platforms for the Magnolia Power Project.

 

RECOMMENDATION

 

Staff recommends the adoption of the attached Resolution of the Council of the City of Burbank approving the carry-over of $400,000 from the Fiscal Year 2006-07 approved MPP capital budget in Fund 483, the reallocation of an additional $300,000 from the Fiscal Year 2007-08 MPP capital budget in Fund 483, and authorization for the General Manager of BWP to execute a standard agreement with RND Contractors, Inc. for fabrication and erection of  safety platforms for improved access in and around the Magnolia Power Project.
