Memorandum

DATE: August 28, 2007
TO: Mary J. Alvord, City Manager
FROM: Eric Hansen, Park, Recreation and Community Services Director
SUBJECT:

ACCEPT DONATION TO BUILD A SHADE STRUCTURE AT IZAY PARK BURBANK CITY STADIUM AND AMEND THE FISCAL YEAR 2007-08 BUDGET

PURPOSE

Staff requests City Council approval to accept the donation of $100,000 from The Barbara and Garry Marshall Family Foundation, and to amend the Fiscal Year 2007-08 Budget.  The intent of the donation is to pay for the construction of an overhead shade structure covering the bleachers at Burbank City Stadium (Jack Smock ball field), located at George Izay Park.

BACKGROUND

The original Olive Memorial Baseball Stadium was dedicated in 1942.  Olive Avenue Park was later dedicated in honor of George A. Izay, Park and Recreation Director who passed away in 1984.  In 1989 Olive Memorial Baseball Stadium was closed and demolished in 1995.  The ballfields were then refurbished and the new Burbank City Stadium was dedicated in 1996.  It included permanent bleachers and is used for many championship ball games.

Garry Marshall is a successful writer, director, producer, actor, and owner of the Falcon Theatre in Burbank.  He also is a sponsor, manager, and participant in the City of Burbank Park Recreation and Community Services Adult Softball League.  The intent of his $100,000 donation to the City of Burbank is to pay for the construction of an overhead shade structure covering the stadium bleachers at the Burbank City Stadium.  Mr. Marshall would like to pledge $50,000 to be paid in December 2007 to initiate its construction and $50,000 in 2008 once the project is complete.  The City of Burbank will install a permanent park bench at the ball field with an engraved brass plaque affixed acknowledging Mr. Marshalls donation.

FISCAL IMPACT

The donation of $100,000 will pay for expenditures associated with engineering, performance and payment bonds, and construction of the shade structure.  The proposed resolution accepts the donation, and amends the FY 2007-08 Budget to appropriate the $100,000 from revenue account number 001.PR000.45000.1023 (Donations - Sports Programs) to expenditure account 001.PR32B.70003.0000.18036 (Burbank City Stadium Shade Structure).

RECOMMENDATION

Staff recommends that the City Council adopt the proposed resolution to accept the donation from The Barbara and Garry Marshall Family Foundation for $100,000 for the purpose of constructing an overhead shade structure covering the bleachers at the Burbank City Stadium located at George Izay Park.
