PURPOSE:
Staff is requesting Council approval of Parcel Map No. 63790.
BACKGROUND:
The property covered on Parcel Map No. 63790 contains a four (4) parcel subdivision totaling 4.31 acres located at 201 South Buena Vista Street (location map is attached). The subdivision consists of two medical office buildings, a cancer center and a parking structure (each building structure will be assigned its own parcel). The owner is Providence Health System-Southern California, a California non-profit Corporation, DBA Providence Saint Joseph Medical Center.
ANALYSIS:
On October 17, 2002, through Development Review 2002-38, the property owner requested City approval to construct a four story medical office building (MOB 1). On November 12, 2003, through Development Review 2003-34 and Conditional Use Permit 2003-25, the property owner requested City approval to construct an additional medical office building (MOB 2), a cancer center and a parking structure. The owners are asking for the City to approve Parcel Map No. 63790, through Project No. 2005-120 and Planned Development No. 2003-3 dated September 26, 2005, by subdividing the Burbank Medical Plaza project into four (4) parcels. Parcel Map No. 63790 will finalize the subdivision.
All requirements of the State Subdivision Map Act have been met. The following is a summary of information pertinent to the approval of Parcel Map No. 63790:
1. The tentative parcel map was approved by the Community Development Director on October 25, 2005 pursuant to Burbank Municipal Code Section 27-323 (Director�s Decision on Tentative Map).
2. The Parcel Map pertains to the consolidation of the existing Burbank Medical Plaza site into four (4) parcels, one for each building and one for the parking structure.
3. This project is Categorically Exempt from the provisions of the California Environmental Quality Act pursuant to Section 15268(b) (3) pertaining to approval of final subdivision maps.
4. Conditions of approval for Tentative Parcel Map No. 63790 have been cleared by the Planning Division for the purpose of Parcel Map approval.
5. The owners of the newly created Parcel Map No. 63790 will enter into a subdivision improvement agreement with the City of Burbank, and deliver a deposit or a security as determined by the Public Work Director to guarantee the completion of all the off-site improvements placed on this development. Certain off-site improvements remain outstanding including the reconstruction of certain curbs, gutters and sidewalks, as well as the resurfacing of Frederic Street and Buena Vista Street from Alameda Avenue to Olive Avenue, all of which shall occur upon the completion of the on-site construction. This agreement assures the completion of these conditions.
6. According to the State Subdivision Map Act, Chapter 3, Article 4, Section 66458, and the provisions of Chapter 27 of the Burbank Municipal Code, the City Council must approve Parcel Map No. 63790 if it substantially conforms to all the requirements. If such conformity does not exist, the Council must disapprove the map at the meeting it receives the map, or at its next regular meeting. If the City Council has not authorized an extension to allow more time to disapprove the map, and the map conforms to all requirements, the map shall be deemed approved by operation of law.
RECOMMENDATION:
Staff recommends that Council approve Parcel Map No. 63790 owned by Providence Health System-Southern California, a California non-profit Corporation, DBA Providence Saint Joseph Medical Center.
