PURPOSE:
The purpose of this report is for the City Council to consider an amendment to the Rental Agreement between the City of Burbank and the Boys and Girls Club to allow for a sublease between the Boys and Girls Club and Kedren Community Health Center, Inc. to operate a Head Start Program at the Boys and Girls Club facility.
BACKGROUND:
In 1994, the City Council approved a Rental Agreement with the Boys and Girls Club to allow them to operate a facility at the former Fire Station 13 property at 2244 North Buena Vista Street (Exhibit �A�). Fire Station 13 had already relocated to a new facility adjacent to Lundigen Park at Thornton Avenue and Catalina Street. A First Amendment to the Rental Agreement was approved by the City Council in 1997 to extend the notice of termination period by the City to 180 days.
The Boys and Girls Club provides affordable after school, summer and day care programs with services ranging from computer education, remedial tutoring, health and physical education, fine arts, leadership development and social recreation for children ranging from 6 to 18 years of age.
The Boys and Girls Club operates after the school day at 3:00 pm during school days, but provides additional services during the summer such as the day care program. Given that the facility is generally not used before 3:00 pm, they were receptive to a proposal from Kedren Community Health Center to operate a Head Start Program during the morning and early afternoons from 7:45 am to 3:00 pm while Burbank schools are in session.
Kedren�s Head Start Program is proposing to operate in two of the classrooms with a morning and afternoon class of 20 children ranging from two to five years in age. In addition, they plan to have an additional 16 children in a separate classroom during the morning hours. They propose to operate only during the school year, which would not create any conflict with the operations of the Boys and Girls Club.
ANALYSIS & CONCLUSIONS:
The mission of the Boys and Girls Club is to inspire and enable all young people to realize their full potential as productive, responsible and caring citizens. They provide assistance in five core service areas: character and leadership development; education and career development; health and life skills; the arts; and sports, fitness and recreation. During the school year these services are provided between 3:00 pm and 7:00 pm. and serve up to 150 children per day.
Since the Boys and Girls Club facility is not in use before 3:00 pm during the school year, the proposed Head Start program provided by Kedren Community Health Center will allow this facility to be more effectively utilized providing services to an additional 56 low-income children between two and five years of age. The Kedren Community Health Center is a non-profit agency that operates 29 centers throughout Los Angeles County, including two in Burbank.
Head Start is a federally funded program that was first established in 1965 to promote school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other services to enrolled children and families. This program has over 909,000 enrollees nationwide.
Kedren Community Health Center proposes to provide monthly rent to the Boys and Girls Club in the amount of $3,384 per month (Exhibit �B�). The Boys and Girls Club currently pays the City one dollar in rent per year and is responsible for all repairs to the former fire station facility (Exhibit �C�). These repair expenses have been at times quite costly[1]. The Boys and Girls Club will use this new rental income to first pay for the Head Start�s proportional share of building expenses such as utilities, supplies and janitorial services at an estimated cost of $1,000 per month. The remaining rental income will be divided evenly between capital repairs/reserves and providing additional programming services geared towards children qualified as being members of low and moderate income households. The proposed Amendment to the Rental Agreement requires an annual general accounting of these expenses and the City will have the right to audit those records. (Exhibit �D�).
In addition, Kedren Community Health Center has agreed to make modifications to a perimeter site wall to provide new fencing and a gate as well as a new walkway to provide a separate Head Start entrance to the facility, as required by the State. The estimated costs for these improvements are $8,856.
The proposed contract will continue to the end of the 2007-08 school year, however, it is anticipated that the contract would be renewed in following years as federal funding remains available. The proposed Amendment to the Rental Agreement provides the City Manager the authority to allow for these renewals as well as the ability to approve other lease agreements between the Boys and Girls Club and similar organizations that are consistent with the mission of the Boys and Girls Club.
By incorporating a Head Start program during off-hours, staff believes that the Boys and Girls Club is doing a commendable job of better utilizing their facility that will help an additional 56 low-income children thus expanding its reach within the community.
FISCAL IMPACT:
The proposed Amendment to the Rental Agreement between the City of Burbank and the Boys and Girls Club of Burbank will have no fiscal impact upon the City.
RECOMMENDATION: Staff recommends that the City Council adopt the Resolution amending the Rental Agreement between the City of Burbank and the Boys and Girls Club of Burbank.

[1] This year, the Boys and Girls Club spent approximately $61,000 towards repairs of the HVAC system and landscape irrigation, of which, most was funded from Community Development Block Grant funds. In 2005, the City also replaced a roof and performed other related work.
