RESOLUTION APPROVING CONTRACT DOCUMENTS AND AWARDING A CONSTRUCTION CONTRACT FOR BID SCHEDULE NO. 1230 � 2006-2007 C.D.B.G. STREET, SIDEWALK, AND PEDESTRIAN RAMP PROJECT


 

PURPOSE

 

Staff is requesting that Council approve contract documents and award a construction contract for Bid Schedule No. 1230 � 2006-2007 C.D.B.G. Street, Sidewalk, and Pedestrian Ramp Project.

 

BACKGROUND

 

For Fiscal Year 2006-2007, Council approved an appropriation of the Community Development Block Grant (C.D.B.G.) funds for the Public Works Department to construct street, sidewalk, and pedestrian ramp improvements.

 

The scope of work of this project consists of reconstruction of Olive Avenue from Glenoaks Boulevard to Sixth Street, including approximately 2,500 square feet of sidewalks along Olive Avenue. Nine (9) pedestrian ramps at the intersections of Olive Avenue with Glenoaks Boulevard, Fifth Street, and Sixth Street will also be reconstructed to conform to the latest ADA standards (Exhibit A).

 

ANALYSIS

 

Bid Schedule No. 1230 was advertised for construction bids on April 7 and 11, 2007. A bid opening was held on June 5, 2007, and two contractors submitted bids ranging from $371,161.75 to $378,325.50 (Exhibit B).

 

Excel Paving Co. of Long Beach, California, submitted the lowest bid of $371,161.75, which is 6.0 percent above the engineer�s estimate of $350,000.00. Excel Paving Co. has performed similar work for the City in the past with satisfactory results.

 

Construction of this project is scheduled to begin in September 2007. The work will be completed within 26 calendar days.

 

An environmental review categorized this project as exempt by Categorical Exemption under CEQA Section 15301(c).

 

FISCAL IMPACT

 

The total amount for this project is $371,161.75.  Sufficient funding is available with appropriated CDBG funds in Account Number 122.CD25A.63051.1100.

 

RECOMMENDATION

 

Staff recommends that the Council approve the contract documents and award a construction contract to Excel Paving Co. for Bid Schedule No. 1230 � 2006-2007 C.D.B.G. Street, Sidewalk, and Pedestrian Ramp Project.
