SUBJECT: ESTABLISHMENT OF THE SPECIFICATION, TITLE, AND SALARY FOR THE CLASSIFICATION OF CRIME ANALYST (CTC NO. 0231)


 

PURPOSE:

 

The purpose of this report is to request City Council approval of the establishment of the specification, title, and salary for the classification of Crime Analyst (CTC No. 0231).

 

BACKGROUND:

 

The Police Department is currently implementing a department wide computer system upgrade.  The new computer system contains the Uniform Crime Reporting (UCR) software that is essential for analyzing and identifying criminal activity, trends and patterns. The advanced technology of the new computer system will require a full-time administrator to oversee the complex computer system and provide up to the minute crime analysis information. 

 

ANALYSIS & CONCLUSION:

 

Staff is proposing the establishment of the title, specification, and salary for the classification of Crime Analyst.  The Crime Analyst will be a non-sworn classification and report directly to the Investigations Captain.  The Crime Analyst will oversee the new computer system and also provide a crime research and analysis program to support the Police Department�s proactive, problem solving, policing efforts.  Some of the specialized duties of this position include analyzing various crime and intelligence data, preparing complex and detailed statistical reports, and creating custom reports utilizing Crystal Reports. The Crime Analyst will also be responsible for conducting administrative research for investigations, budget and operations.  In addition, this classification will be the liaison with the Information Technology Department on computer related issues, responsible for administering the departmental web page, and in charge of developing procedures for planning and expediting computer related work flow in a 24/7 work environment.  The proposed specification for Crime Analyst accurately reflects the duties and qualifications necessary for this position and meets the current and future needs of the Police Department.

 

The classification will be a Civil Service position, represented by the Burbank Management Association (BMA), subject to the Fair Labor Standards Act, and will not be included in the City�s Conflict of Interest Code.  The BMA has been advised of this establishment.  The Police Chief concurs with this recommendation.  The Civil Service Board approved the establishment of the specification and title for this classification at its meeting of July 12, 2007.

 

FISCAL IMPACT:

 

The proposed salary range for the Crime Analyst was established by conducting a survey of comparable positions within other cities.  The proposed salary for this classification will be set at $4,534 to $5,509.  There will be no fiscal impact for the establishment of the classification of Crime Analyst.  The Department has included this position in its budget for Fiscal Year 2007-2008.

 

RECOMMENDATION:

 

Staff recommends that the City Council approve the proposed establishment of the specification, title, and salary for the classification of Crime Analyst (CTC No. 0231).
