SUBJECT: CONSIDERATION OF RESIDENT ONLY PARKING PRIVILEGES ON EVERGREEN STREET NORTH OF MAGNOLIA BOULEVARD


 

PURPOSE

 

Several residents of Evergreen Street north of Magnolia Boulevard requested consideration of resident only parking privileges on Evergreen Street between Magnolia Boulevard and Chandler Boulevard at the City Council meeting of April 24, 2007, in anticipation of parking issues associated with the construction of a planned development at Magnolia Boulevard and Evergreen Street.  This memorandum offers relevant information for Council to determine if this request should be agendized for further discussion.

 

BACKGROUND

 

Several residents of Evergreen Street requested that Council consider resident only parking on Evergreen Street north of Magnolia Boulevard in anticipation of parking issues associated with the development of the commercial parcel at 4201-4207 Magnolia Boulevard.  The commercial development consists of about 14,000 square feet of office space on existing commercially zoned land.  This request circumvents the established gradual process of increasingly more restrictive parking privileges as parking impacts are identified and appropriate solutions are defined.

 

ANALYSIS

 

Staff feels that sufficient on-street parking exists in the commercial area near Magnolia Boulevard and Evergreen Street, and sufficient controls are available to manage and regulate construction related and operations related impacts to the residential neighborhood. 

 

Evergreen Street between Magnolia Boulevard and Chandler Boulevard serves 37 single family homes on R-1 zoned property and one single family house on commercially zoned (MPC-3) land.  The existing on-street public parking supply on Evergreen Street, in the residential area, is about 75 parking spaces.  All residents fronting Evergreen Street have off-street parking from driveways and/or garages which add an additional 75 parking off-street parking spaces to the total parking supply on Evergreen Street.

 

The on-street parking supply in the commercial areas include 12 parking spaces along the commercial frontage of Evergreen Street adjacent to Magnolia Boulevard and about 14 parking spaces adjacent to the 4100 block of Magnolia Boulevard (between Evergreen Street and Rose Street). The commercial frontage of Rose Street has about eight (8) parking spaces. The other three commercial uses fronting Magnolia Boulevard in this block have adequate off-street parking that totals about 30 parking spaces.  Thus, the residential area of Evergreen Street has a total if at least 150 parking spaces and the commercial properties adjacent to Magnolia Boulevard have about 64 parking spaces.

 

The parking demand in the area was measured on a number of occasions to determine the average expected daytime usage of public parking in the area.  The inspections showed that less than 20 vehicles were parked on Evergreen Street in the residential area during the day, while between 16 and 20 vehicles were visibly parked on private property.  Between 12 and 16 vehicles were parked adjacent to the commercial areas of Evergreen Street, Magnolia Boulevard and Rose Street, and about 15 to 18 vehicles were parked in the commercial off-street lots.  Thus, the daytime occupancy of on-street parking on the residential part of Evergreen Street is 25 percent, and the occupancy of the commercial street frontage is about 45 percent.

 

The on-street parking supply is currently unrestricted on Evergreen Street and on Rose Street.  Magnolia Boulevard has a parking restriction of two (2) hour maximum between the hours of 8:00 AM and 6:00 PM.  The adjacent residential blocks are similarly unrestricted and the nearby frontage of Magnolia Boulevard also has a two (2) hour parking limit.

 

The number of available parking spaces adjacent to the commercial frontage of Evergreen Street and Magnolia Boulevard is sufficient to accommodate the construction activities at 4201-4207 Magnolia Boulevard without unduly impacting parking in the residential area of Evergreen Street.  Public Works can regulate the construction parking to the commercial frontage of Magnolia Boulevard through our street use permit process which will be required for major portions of the construction, such as excavation and concrete pouring.  Other construction activities can also be accommodated in the commercial areas adjacent to the proposed development.

 

RECOMMENDATION

 

Staff recommends that parking restrictions not be placed on Evergreen Street at this time.  The area has sufficient on-street parking supply to accommodate construction activities for the planned development, and parking restrictions for construction workers can be instituted through our existing street use permit process to prevent excessive use of the residential on-street parking.  The residential on-street parking is not overly used currently and staff does not expect a significant growth in parking demand during the project construction.
