PURPOSE:
The purpose of this report is to request City Council adoption of a resolution establishing the title and specification for the classification of Live Scan Specialist (CTC No. 0521), as shown in the attachment.
BACKGROUND:
The City�s Live Scan services were originally operated out of the Park, Recreation, and Community Services Department prior to being transitioned to the Management Services Department in 2004. At that time, these services were provided by a Program Specialist. When the transition occurred, the classification of Program Specialist was maintained within the Management Services Department.
The title of Program Specialist is specific to Recreation and Community Services� activities and is not applicable to the actual Live Scan operations. The differences between the Live Scan operations and the existing Program Specialist duties and requirements were further highlighted when reviewing the City�s Conflict of Interest Code in September of 2006. The Program Specialist operating Live Scan services is privy to confidential criminal history matters and participates in the determining whether candidates qualify for volunteer and/or employment positions. Therefore, this position is the only Program Specialist classification that is included in the City�s Conflict of Interest Code. Finally, with the anticipated addition of Notary Public services to the Live Scan operations in January of 2007, it is essential that the title and specification accurately reflect these services.
ANALYSIS & CONCLUSION:
The establishment of the title and specification for the classification of Live Scan Specialist will more accurately reflect the duties and requirements of this position. This classification will be responsible for all Live Scan operations, including fingerprinting City employees, volunteers, and the public which involves the use of specialized computer fingerprint processing machinery. In addition, this position will process Community Disaster Volunteer applicants, and serve as a Notary Public to notarize documents for the City and the public.
This classification will be subject to Civil Service and the Fair Labor Standards Act (FLSA). This classification will be included in the City�s Conflict of Interest Code and required to report on disclosure category A-1 regarding Investments, category C regarding Income and Business Positions, and categories D, E, and F regarding Loans, Gifts, Honoraria, and Travel Payments. The Burbank City Employees Association (BCEA) will represent this classification. The Civil Service Board approved this establishment at their meeting on December 6, 2006.
FISCAL IMPACT:
The proposed salary range for the classification of Live Scan Specialist will be set at $3369 to $4207, equivalent to the Program Specialist classification. This position is included in the current budget as a Program Specialist and therefore there will be no fiscal increase from the establishment of this classification.
RECOMMENDATION:
Staff recommends that the City Council adopt the proposed resolution establishing the title and specification for the classification of Live Scan Specialist (CTC No. 0521).
