PURPOSE:
The purpose of this report is to request City Council adoption of a resolution revising the specification for the classification of Municipal Records Clerk (CTC No. 0561), as shown in the attachments.
BACKGROUND:
The Municipal Records Clerk supervises and prepares revisions to the City�s Municipal Code. In addition to routine correspondence, this classification prepares a variety of reports, forms, and documents. Essential functions also include financial activities, including assisting in budget preparation and monitoring the Department�s accounts, processing financial transactions, monitoring petty cash funds, receiving money, and other related duties. With advances in technology, this classification is required to scan and index documents and maintain complex electronic files as well as manual files.
Revising the specification will allow the City Clerk�s Office to recruit a wider pool of qualified applicants. Prior to these proposed revisions, the requirement of typing at a speed of 50 net words per minute limited the pool of applicants to those with exceptional typing skills. This placed an excessive emphasis on typing in comparison to the other duties of the position. The City Clerk�s Office found that this speed is not necessary to perform the essential functions. Decreasing the typing speed requirement to 40 net words per minute will more accurately reflect the duties of the position. The City Clerk�s Office has also determined that four years of experience is sufficient to fulfill the responsibilities of the position.
ANALYSIS & CONCLUSION:
In reviewing the existing specification, several revisions are proposed to maintain standardization throughout the City relative to wording, definition, functions, and requirements. Comparable classifications from survey cities were also analyzed to ensure that the City is consistent with industry standards. The revisions to the classification of Municipal Records Clerk will more accurately reflect the actual duties and requirements of this position. These revisions will enhance the ability of the City Clerk�s Office to recruit a wider pool of qualified applicants.
This classification will continue to be subject to Civil Service and the Fair Labor Standards Act (FLSA). This classification will not be included in the City�s Conflict of Interest Code. The Burbank City Employees Association (BCEA) will continue to represent this classification. The Civil Service Board approved these revisions at their meeting on December 6, 2006.
FISCAL IMPACT:
There is no fiscal impact from the revision of this specification because the current salary range for the position will be maintained.
RECOMMENDATION:
Staff recommends that the City Council adopt the proposed resolution revising the specification for the classification of Municipal Records Clerk (CTC No. 0561).
