City of Burbank - Council Minutes

In accordance with Section 6 of the Charter of the City of Burbank, a meeting of the Council was held in the Council Chamber of the City Hall, 275 East Olive Avenue, on the above date for the purpose of selecting a new Mayor, Vice Mayor, and to make appointments to the League of California Cities.  The meeting was called to order at 10:17 a.m. by Mr. Campbell, Mayor.

 

The invocation was given by Bob Kramer, Community Assistance Coordinator.

 

The pledge of allegiance to the flag was led by Diane Campbell.

Council Members Golonski, Gordon, Ramos, Vander Borght and Campbell.

Absent - - - -

Council Members None.

Also Present -

Ms. Alvord, City Manager; Mr. Barlow, City Attorney; and, Mrs. Campos, City Clerk.

 

 

Oral Communications

 

 

Mayor Campbell called for speakers for oral communications at this time.

 

Appearing to comment was Mark Barton.

Mayor Campbell made welcoming remarks, introduced his family and presented bouquets of flowers to Diane Campbell and Chrissy Carney.

 

 

Presentation of

Gifts to Staff

Mayor Campbell expressed appreciation to the Executive Staff and presented them with gifts in the following order: Donna Anderson, City Treasurer; Margarita Campos, City Clerk; Sharon Cohen, Library Services Director; Ron Davis, Burbank Water and Power General Manager; Sue Georgino, Community Development Director; Eric Hansen, Park, Recreation and Community Services Director; Tom Hoefel, Police Chief; Tracy Pansini, Fire Chief; Judie Sarquiz, Management Services Director; Bonnie Teaford, Public Works Director; Jennifer Wyatt, Information Technology Director; Mike Flad, Assistant City Manager; Dennis Barlow, City Attorney; and, Mary Alvord, City Manager.  Flowers were presented to City Council Office staff members Karen Turner, Executive Assistant and Nonna von Sonn, Management Secretary.  Mayor Campbell also acknowledged the Public Information Office staff for their dedicated service.

 

 

 

Vice Mayor

Ramos

Vice Mayor Ramos commented on Mayor Campbell�s term and presented him with a Council photograph and two plaques.

 

Mr. Golonski, Mr. Vander Borght and Dr. Gordon expressed appreciation to Mayor Campbell for his service and leadership.

 

 

City Manager

Ms. Alvord, City Manager, commented on the accomplishments of the past mayoral term, which included: progress on the planning of Robert Ovrom Park and the new DeBell Club House facility; completion of the South San Fernando Beautification Project; dedication of the Magnolia Power Project; re-dedication of Robert Gross Park; groundbreaking for the new Community Services Building; awarding the bid for improvements to Burbank Boulevard; grand opening of the Mary Alice O�Connor Family Center; completion of the Draft Infrastructure Masterplan to guarantee the City�s sustainability; adopting the Secondhand Smoke Control and Shopping Cart Control Ordinances; and, a record number of attendees at the State of the City address which highlighted several local businesses leading the way with environmentally-friendly operations.  She then presented Mayor Campbell with the traditional Mayor�s scrapbook and other commemorative gifts.

The following legislative representatives made presentations to outgoing Mayor Campbell:  Nhung Truong, representing Congressman Schiff; Matthew Dababneh, representing Congressman Sherman; Suzy Jacobs, representing State Senator Scott; and, Rita Hadjimanoukian, representing Supervisor Antonovich.

 

 

City Manager

 

 

Ms. Alvord commended Mayor Campbell and Council Member Vander Borght for their dedication to serving the community.  She then presented videos commemorating their terms of office and a framed collage highlighting Council Member Vander Borght�s accomplishments.

Outgoing Comments

 

 

Mayor Campbell and Council Member Vander Borght gave their outgoing comments.

 

Mayor Campbell, Mr. Golonksi, Mrs. Ramos and Dr. Gordon expressed appreciation to Mr. Vander Borght for his service on the Council.

 

Mayor Campbell and Mr. Vander Borght stepped down from the dais.

Mrs. Campos, City Clerk, administered the Oath of Office to newly-elected Board of Education Members Ted Bunch, Dave Kemp and Roberta Reynolds, and presented them with Certificates of Election to Office.  The Board Members introduced their families and friends in attendance.

Mrs. Campos administered the Oath of Office to newly-elected Council Members Gary Bric and Anja Reinke, and presented them with Certificates of Election to Office.

Mr. Bric and Mrs. Reinke occupied the vacant seats on the dais, made brief comments and introduced their family and friends in attendance.  They thanked the community for their support and for electing them into office.

Reorganization

Vice Mayor Ramos stated that �now is the time prescribed by the City Charter for the reorganization of the City Council.  Motions for the selection of Mayor and Vice Mayor are needed.�

It was moved by Mr. Golonski, seconded by Mr. Bric and carried that "Vice Mayor Ramos be appointed to succeed Mayor Campbell as Mayor of the City of Burbank.�

Mayor Ramos thanked her colleagues and stated that it was an honor and privilege to serve.  She entertained a motion for the selection of Vice Mayor.

It was moved by Mr. Bric, seconded by Mrs. Reinke and carried that "Mr. Golonski be selected to succeed Vice Mayor Ramos as Vice Mayor of the City of Burbank.�

Vice Mayor Golonski expressed appreciation to his colleagues for their support and stated that he was looking forward to a great year in serving the City.

It was moved by Mr. Golonski, seconded by Mr. Bric and carried that "Mrs. Ramos be appointed to serve as the City�s Director to the Los Angeles Division of the League of California Cities.�

 

 

 

It was moved by Mrs. Ramos, seconded by Mr. Bric and carried that "Mr. Golonski be appointed to serve as the alternate to the City�s Director to the Los Angeles Division of the League of California Cities.�

Mayor Ramos expressed appreciation for the opportunity to serve again as Mayor.  She congratulated all the elected officials, commended her colleagues and City staff for their efforts and made comments on her vision for the year ahead.

Adjournment

There being no further business to come before the Council, the meeting was adjourned at 12:14 p.m. to the Council Goal Setting Workshop to be held on Saturday, May 5, 2007 at 9:00 a.m. in the Administrative Service Building located at 301 East Olive Avenue.
