PURPOSE:
The purpose of this report is to request that City Council modify the wording of Burbank Municipal Code Section 6-502 to reflect that animal licenses be renewed annually on the date of issuance, rather than all on a single date.
BACKGROUND and ANALYSIS:
The current wording of Burbank Municipal Code Section 6-502 states that the licensing period for animals is for the calendar year and expires each December 31st.
The Animal Shelter currently renews approximately 9700 licenses on January 1st of each year. This inefficient practice is burdensome, and results in unnecessary staff time and overtime payment. Presently, citizens pay a license fee when adopting an animal, and then pay for a new license in January, even if they only had the animal a couple of months during the previous year.
The Animal Shelter has recently installed a new computer software system that will streamline processes, including allowing annual license renewals on the date of initial issuance. This will spread the workload throughout the year, and eliminate the inequitable situation mentioned above. In order to accomplish this change, the Municipal Code must be modified to reflect that animal licenses expire one year from the date of issuance.
It is recommended that the City Council introduce �AN ORDINANCE OF THE COUNCIL OF THE CITY OF BURBANK amending section 6-502 of the Burbank Municipal Code, relating to Renewal of Animal Licenses. This ordinance would change existing Section 6-502 of the Burbank Municipal Code to have all animal licenses expire one year from the date of issuance. Recommended wording: All registrations provided for in this article shall be valid for one year from the date of issuance, unless otherwise provided in this article.
