PURPOSE
Staff is requesting Council approval of a resolution to transfer and convey to the Los Angeles County Flood Control District storm drain improvements on Flower Street that lie within the city limits of the City of Burbank.
BACKGROUND
The storm drain improvements and drainage system known as Miscellaneous Transfer Drain (MTD) No. 1747 was constructed in 2005 as part of the Home Depot construction project as one of the conditions of approval for that development. The storm drain falls within the city limits of both the City of Burbank and the City of Glendale City (Exhibit A).
The storm drain in the City of Burbank runs along Flower Street from Linden Avenue approximately 470 lineal feet southeasterly to the City of Burbank and City of Glendale boundary limits.
The storm drain in the City of Glendale continues from the City boundary until the intersection of Allen Avenue and Flower Street, where it connects to the existing Los Angeles County storm drain system. Additionally, approximately 500 lineal feet of storm drain was constructed along Allen Street, from the end of the cul-de-sac to the intersection of Allen Avenue and Flower Street.
The Home Depot storm drain improvements are shown on Los Angeles Flood Control District (District) drawing nos. 603-F5.1 through 603-F5.4. These drainage improvements were constructed in accordance with the District�s requirements and were inspected by their engineering staff and have been found to meet their conditions for acceptance, future operation, repair and maintenance.
ANALYSIS
Ownership transfer of large drainage facilities is of mutual interest to both the City and the County in that, by such transfer, the City is relieved of maintenance of such improvements and the County is able to incorporate the facilities into its countywide storm drain system.
FISCAL IMPACT
The City will not be responsible for the expense of future operation, maintenance, repair and improvements of 470 lineal feet of storm drain on Flower Street between Linden Street and City of Burbank/Glendale boundary therefore there is no fiscal impact.
RECOMMENDATION
Staff recommends that Council adopt the resolution requesting that the District accept the transfer and conveyance of storm drain improvements within the City of Burbank limits known as MTD No. 1747.
