Second Amendment to Professional Services Agreement with Orsa Consulting Engineers, Inc for Utility Design Work for the State Route 134 Ramp Project


 

PURPOSE:

 

Staff requests that the City Council adopt a resolution authorizing staff to execute a Second Amendment to Professional Services Agreement with Orsa Consulting Engineers, Inc (Orsa) in the amount of $9,500 to conduct additional utility relocation design work required by Caltrans for the State Route 134 Ramp project at Hollywood Way.  The original Professional Services Agreement and First Amendment to Professional Services Agreement with Orsa for electrical utility design work was for $91,900.  The total cost of this contract, including the proposed Second Amendment, would be $101,400.  This amount will be reimbursed to the City by Caltrans. 

 

BACKGROUND AND ANALYSIS:

 

The City of Burbank and Caltrans are finalizing design work in preparation for construction of a new westbound on ramp at the State Route 134 interchange with Hollywood Way.  This project is being constructed to relieve traffic congestion at the adjacent Hollywood Way / Alameda Avenue intersection by providing an additional on ramp adjacent to the existing westbound off ramp.  Construction of this ramp requires widening of overpasses at Hollywood Way, Alameda Avenue, and Pass Avenue, and a number of city utility relocations are required to accommodate the bridge widenings.  The City of Burbank has been working with Caltrans to provide final design plans for required electrical utility relocations in and around the project site. These design costs have been paid for by the City of Burbank but will be reimbursed by Caltrans as part of the overall project budget. 

 

On July 5, 2005, Council approved a Professional Service Agreement with Orsa Consulting Engineers in the amount of $74,900 to provide engineering design services for the underground electrical system and other utilities, crossing the Hollywood Way, Alameda Avenue and Pass Avenue bridges.  On April 4, 2006, the City and Orsa entered into a First Amendment to the Professional Services Agreement in the amount of $17,000 for additional design work related to the State Route 134 project.  This additional work included design for upgraded lighting at the Hollywood Way, Alameda Avenue, and Pass Avenue bridges, electrical service changes near Pass Avenue, and additional coordinating meetings between Burbank Water and Power and Caltrans.  In the process of finalizing their construction staging plans, Caltrans has determined that additional underground electrical utility ducts will need to be installed in Riverside Drive near the Hollywood Way bridge to accommodate electrical loads during the construction period.  The proposed Second Amendment to the Professional Services Agreement would authorize an additional $9,500 to allow Orsa to prepare construction plans for the design of these underground utility ducts.  Because the total cost of this contract, as amended, exceeds $75,000, city policy requires City Council approval to execute the agreement.

 

FISCAL IMPACT:

 

The total cost of the Second Amendment to the Professional Services Agreement is $9,500.  This amount, if approved by the City Council and when added to the original agreement amount of $74,900 and the first amendment amount of $17,000, would bring the total contract amount to $101,400.  The City is funding this contract, and the proposed amendment, from Fund 127 Development Impact Fees Project Account 127.CD33A.70002.0000.13165 for costs associated with the State Route 134 Ramp Project.  Costs associated with this amendment, as well as prior costs spent to perform utility design work for this project will be completely reimbursed by Caltrans.

 

RECOMMENDATION:

 

Staff recommends that Council adopt the proposed resolution authorizing staff to enter into a Second Amendment to the Professional Services Agreement with Orsa Consulting Engineers, Inc.
