RESOLUTION APPROVING AMENDMENT NO. 3 TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF BURBANK AND SECURITAS SECURITY SERVICES USA, INC. FOR SECURITY SERVICES AT THE REGIONAL INTERMODAL TRANSPORTATION CENTER


 

PURPOSE

 

To request Council approval of amendment number three to the Professional Services Agreement between the City of Burbank and Securitas Security Services USA, Inc. (Securitas).

 

BACKGROUND

 

The Regional Intermodal Transportation Center (RITC) serves commuters using Metrolink, MTA bus lines, Burbank Bus, Glendale Beeline, and Santa Clarita Valley Transit.  Security for RITC is funded through Prop A and Prop C funds.

 

In July 2005, the City of Burbank entered into a Professional Services Agreement (PSA) with Securitas to provide security services at the RITC. This agreement was intended to serve in the interim while preparing a bid for a Price Agreement. The original PSA was from July 1, 2005 to December 31, 2005 at a total cost of $29,000. However, due to delays in the bid process, the term has had to be extended and the cost of service increased.

 

Prior Securitas amendments include the following:

  1. The first amendment issued in December 2005 extended the term to May 1, 2006 and increased the cost of service by $19,333 for a new total of $48,333.

  2. The second amendment was issued in May 2006 and extended the term to July 1, 2006. The cost of services was increased by $17,000 for a new total of $65,333.

ANALYSIS

 

Staff has determined that amending the Professional Services Agreement with Securitas is in the best interest of the City. This amendment is necessary because the new security services contract will not go into effect until September 1, 2006. The RITC is a heavily trafficked area and it is imperative to have security services in place for the safety and protection of the commuters.

 

The proposed third amendment will extend the term to September 1, 2006 and increase the cost of service by $13,000.  The new total cost of service will be $78,333.

 

FISCAL IMPACT

 

The third amendment to the Professional Services Agreement with Securitas will increase the total cost of service to $78,333.  Sufficient funds are available in account number 104.CD33A.62170.0000.000000.

 

RECOMMENDATION

 

Staff recommends that Council adopt the proposed resolution.
