RESOLUTION APPROVING CONTRACT DOCUMENTS, AWARDING A CONSTRUCTION CONTRACT, AND THE APPROPRIATION OF FUNDS IN THE AMOUNT OF $10,852.00 FOR BID SCHEDULE NO. 1210 � INSTALLATION OF BICYCLE DETECTION AT ELEVEN (11) SIGNALIZED INTERSECTIONS


 

PURPOSE:

 

Staff requests City Council approval of contract documents and the award of a construction contract for Bid Schedule 1210, to install bicycle detection systems at eleven (11) signalized intersections on defined bike routes in the City of Burbank.

 

BACKGROUND:

 

In November 2004, the City of Burbank received funding from the Safe Routes to School Program administered by Caltrans.  The grant included four components: installation of bicycle route signing, installation of traffic signal bicycle detection at eleven (11) intersections, installation of bicycle friendly drainage grates on the defined bicycle routes, and a bicycle safety education program at various schools.

 

The installation of bicycle detection at eleven (11) signalized intersections is the last component of the program to be completed.  The eleven locations are located on six (6) routes to nine (9) schools, as illustrated in Attachment A.

 

ANALYSIS:

 

Bid Schedule 1210 was advertised for bids on March 18 and March 22, 2006.  Bid information was purchased by four (4) contractors, and three (3) contractors chose to submit a bid.  A bid opening was held on April 11, 2006, and the City received the following bids.  A detailed breakdown of the bids is shown in Attachment B.

2.      TDS Engineering, Westlake Village, CA                                 $     82,080.00

3.      Traffic Loops and Crackfilling, Inc., Anaheim, CA                   $     86,800.00

 

Republic Electric of Novato, California submitted the lowest responsible bid of $76,800.00. The bids range from the lowest bid to a high bid of $86,800.00.  The engineers cost estimate for the project was $62,000.00, 19 percent below the lowest bid.  The difference is caused by the extraordinary increase in materials costs over the last several months.  Additional funds will be received from Caltrans to fully fund this project.  These funds will be allocated to the project from Community Development fund 105.ND000.3004.0000.00000 and reimbursed by Caltrans from grant funds.  Republic Electric was found to be qualified for this project with all required licenses and experience.  Project construction is scheduled to begin in May 2006 and be completed in June 2006.

 

Environmental review determined that this project is categorically exempt according to CEQA Guidelines Section 15301(c).

 

FISCAL IMPACT:

 

A total of $65,948.00 is currently available in Account No. 105.CD33A.70005.0000.15521 and $10,852.00 will be obtained from fund 105.ND000.30004.0000.00000 to complete this project.  The $10,852.00 will be reimbursed by Caltrans from an additional grant allocation.

 

RECOMMENDATION:

 

Staff recommends that the Council adopt the proposed resolution approving the contract documents and awarding a construction contract for the Bid Schedule 1210 � Installation of Bicycle Detection at Eleven (11) Signalized Intersections Project.
