RESOLUTION FOR APPROVal of contact documents and award of the construction contract for bid schedule no. 1208 � magnolia park improvements phase 5


 

Purpose

 

To request Council�s approval of contract documents and award of the construction contract for Bid Schedule No. 1208 � Magnolia Park Improvements Phase 5.

 

Background

 

The Magnolia Park Community Advisory Committee (CAC) was established in 1992 to develop a strategy to revitalize the Magnolia Park business area, along with a neighborhood protection plan for the surrounding residential area.

 

In November 1997, the City was awarded a grant by the U.S. Economic Development Administration (EDA) to stimulate economic recovery in this area, which was impacted by the 1994 Northridge Earthquake.  This grant funded the first three phases of the Magnolia Park Improvement Project.  These phases consisted of:

 

Phase 1:  Side street angled parking improvements on Cordova, Avon, and Lima Streets south of Magnolia Boulevard, which resulted in the addition of 9 spaces.

 

Phase 2:  Streetscape improvements along both sides of Magnolia Boulevard from Hollywood Way to Lima Street, and along Hollywood Way from the alley north to the alley south of Magnolia Boulevard.

 

Phase 3:  Parking lot construction on a City of Los Angeles Department of Water and Power owned property at the southwest corner of Magnolia Boulevard and Kenwood Street.

 

In November 2001, the CAC requested funding from Council for additional improvements in the Magnolia Park area in order to complete the next phases.  The CAC requested that Council appropriate $125,000 each year for the next five years beginning in FY 02-03.  Funds from the first year paid for Phase 4, which was constructed in 2003, and included the following:

 

Phase 4:  Side street angled parking improvements on Avon Street and Lima Street north of Magnolia, which resulted in the addition of 6 parking spaces total on these two blocks.

 

Phase 5 of the Magnolia Park Improvements includes the widening of four streets to provide space for angled parking on one side of the street and parallel parking on the opposite side of the street.  The improvements will also include new sidewalk, curb and gutter, asphalt concrete overlay pavement, as well as improvements to a church parking lot on Magnolia between Lima and California Streets for shared parking as shown in Exhibit A.

 

Analysis

 

To maximize the number of parking spaces gained, staff evaluated several cross streets in the Magnolia Park area.  Staff concluded improvements to the streets listed below will yield the most parking spaces.

 

1.      Niagara Street, north of Magnolia � Existing parking spaces 9, proposed 14

2.      Catalina Street, south of Magnolia � Existing parking spaces 8, proposed 14

3.      Frederic Street, south of Magnolia � Existing parking spaces 9, proposed 11

4.      Screenland Drive, south of Magnolia � Existing parking spaces 5, proposed 11

 

The proposed work on the above mentioned streets will result in a total of 16 additional parking spaces on these four blocks.  The church parking lot will provide 40 spaces for public use.

 

During the FY 02-03 budget sessions, Council decided to fund the first year of the five year program for Phase 4 and to consider funding for years two through five separately during subsequent budget cycles. 

 

Bid Schedule No. 1208, Magnolia Park Improvements - Phase 5 Project utilizes three years of funding for a total of $375,000 approved by the Council in FY 03-04, 04-05 and 05-06.  Improvements for the shared parking lot were combined with this project.  Funds for this additional work were earmarked from the CDD General Fund and the Golden State Fund.

 

The bid opening for Bid Schedule No. 1208 was held on March 14, 2006, and four (4) contractors submitted bids as follows:

Upon review of the bid documents, staff finds Cinary Construction to be the lowest responsible bidder.  Staff has contacted the State of California Contractor�s State License Board and has found the license of Sequel Contractors Inc. is current, active, and in good standing.  Additionally, staff contacted several references, which provided confirmation that Cinary Construction had satisfactorily completed their projects.

 

In addition to the construction contract amount, staff recommends a reserve for contingencies for this project of $45,000.00.  This will allow staff to account for any incidental work and unforeseen field conditions that could be encountered during construction.  The total project cost, including contingency, is anticipated to be $624,833.10.

 

This project is considered Categorically Exempt under CEQA Section 15301(c).

 

Fiscal Impact

 

Funds for this bid schedule are available in account numbers 306.CD21A.70002.0000.13906, 370.CD12A.70002.0000.13906, and 370.PW21A. 70002.0000.13906 totaling the amount of $624,833.10.  Construction of this project is planned to start in June 2006. 

 

Recommendation

 

Staff recommends that the City Council adopt the proposed resolution approving the  contract documents and awarding a construction contract to Cinary Construction for Bid Schedule No. 1208, the Magnolia Park Diagonal Parking Phase 5 Project.
