PURPOSE
Staff requests City Council approval for the City Manager to execute a grant agreement and receive equipment and funding from the Amateur Athletic Foundation (AAF) of Los Angeles totaling $17,009.89. The grant funding received from the AAF is for the purpose of assisting the Park, Recreation and Community Services Department with equipment and salary support for the Swim Team and Water Polo programs offered during the 2006 Summer Aquatics Season.
BACKGROUND
The AAF of Los Angeles is a California nonprofit public benefit corporation organized for the purpose of aiding and assisting, through contributions and otherwise, amateur sports programs primarily for youth in the Southern California area. More specifically, they are interested in this grant support furthering the aquatics experiences for the youth of the community of Burbank.
In 2005, the City of Burbank received the benefit of a grant of $9,992.85 from the AAF for the Summer Aquatic Season. This grant funded equipment and staff salaries enabling the City to offer a swim team program and a water polo program.
Last year, the City received $4,106 in the form of equipment, enabling staff to provide middle school and high school youth an opportunity to participate in an instructional water polo league coordinated by the AAF. Water polo goals, nets, swim caps, pace clock, and stop watches were used by the coaching staff of the swim teams to train and prepare the youth on the teams for competition in local San Gabriel Valley swim meets as well as the end-of-season AAF swim meets.
In addition, $5,886 was received for staff salaries, supporting approximately 90 hours of instruction at each swimming pool for one Aquatics Head Coach (title of Sr. Lifeguard), one Water Polo Coach (title of Lifeguard Instructor), and two Swim Team coaches (title of Lifeguard Instructor).
This year, grant funding of $17,009.89 will offset $5,886.00 of the staff salaries for swim team and water polo team coaches, and $11,123.89 for additional swim team and water polo equipment.
ANALYSIS
The 2006 AAF grant presents another financial opportunity for the City to further offset the costs of additional equipment purchases and coaching staff salary dollars for the summer water polo and swim team. The equipment funding for the 2006 grant will include the following: one set floating water polo goals; one set of water polo caps; two water polo balls; two stop watches; two water polo ball bags; one equipment tote, two new diving boards, and two refurbished diving boards.
The funding for staff salaries would support approximately 90 hours each for one Aquatics Head Coach (title of Sr. Lifeguard), one Water Polo Coach ( title of Lifeguard Instructor), and two Swim Team coaches (title of Lifeguard Instructor).
By securing the additional funding for equipment and salary dollars, staff anticipates enhanced interest by the middle school and high school youth in the community and growth in the water polo and swim teams offered for the community youth by the Park, Recreation and Community Services Department during the 2006 Summer Aquatics Season.
FISCAL IMPACT
The additional grant funding of $17,009.89 will assist in offsetting $5,886.00 of the salaries used for swim team and water polo team coaches, and $11,123.89 for additional equipment used to support the swim team and water polo programs. The funds will be appropriated during the Fiscal Year 2006/07 budget process.
RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution authorizing the City Manager to execute a grant agreement and use funds from the Amateur Athletic Foundation of Los Angeles for equipment and salary support of the Swim Team and Water Polo programs offered during the Summer Aquatics Program.
