RESOLUTION TO AUTHORIZE THE PARK, RECREATION AND COMMUNITY SERVICES DIRECTOR TO EXECUTE A GRANT AGREEMENT WITH AT&T, TO ACCEPT GRANT FUNDS AND TO AMEND THE FY 2005-06 BUDGET


 

PURPOSE

 

Staff requests City Council approval authorizing the Park, Recreation and Community Services Director to execute a grant agreement with AT&T, to accept grant funds in the amount of $8,000, and to amend the FY 2005-06 Budget to appropriate the grant funds.

 

BACKGROUND

 

The Park, Recreation and Community Services Department takes great pride in the extensive and varied programs and services it offers.  Staff also recognizes the need to encourage continued expansion to meet the recreational, educational, social and human service needs of our participants.  The Joslyn Adult Center provides an array of services for Burbank�s senior citizens.  Due to technology advancements, staff explored the idea of adding a computer lab to this facility. 

 

In 2004, City Council approved the funding for the construction of the computer lab within the Joslyn Adult Center.  The purpose of the computer lab is to provide computers/internet access, as well as computer classes to the senior community of the City, in a comfortable and familiar environment.  The computer lab will allow the participants to communicate, access information, conduct research, and become familiar with a technology.  In addition, as the boomer generation ages, �younger seniors� will be provided a facility where they can utilize and further develop their skills.

 

ANALYSIS

 

In June 2005, staff applied for the AT&T (formerly SBC) Excelarator Program to assist in offsetting the cost of six computers, one printer and applicable software.  The AT&T Excelarator Program, is the AT&T�s Foundation signature initiative, which funds projects that use technology to build stronger communities.   Qualifying projects needed to emphasize Education, Community Development, Health and Human Services, and Arts and Culture.  

 

In December 2005, staff was notified that the City was awarded $8,000 to be used toward the procurement of the technology needed for the implementation of a computer lab at Joslyn Adult Center.  This grant will fund the purchase of three (3) computers, with all applicable software, and one printer.

 

FISCAL IMPACT

 

The City�s additional grant funding of $8,000 will assist in offsetting the $14,958 for the hardware and software purchase.  The proposed resolution accepts the grant funds, and amends the FY 2005-06 to appropriate the $8,000 from revenue account number 001.PR000.48010.1999 (Miscellaneous Grant Revenue) to expenditure account 370.PR21A.70003.0000.13628 (Joslyn Computer Lab).

 

RECOMMENDATION

 

Staff recommends that the City Council adopt the proposed resolution authorizing the Park, Recreation and Community Services Director to execute a grant agreement with AT&T, to accept grant funds and to amend the Fiscal Year 2005-06 budget.
