PURPOSE
The purpose of this report is to request City Council adoption of the proposed resolution establishing the specification and salary for the classification of Assistant Public Works Director � Wastewater Systems (CTC No. 0080), as shown in the attachment.
BACKGROUND
The Water Reclamation and Sewer Division in Public Works oversees functions that are essential to the health, safety, and quality of life for residents, businesses, and visitors in the City of Burbank. The lead position in this group is an important member of the Public Works� management team, and the position�s title should reflect its scope and responsibilities within the organization. The proposed position will report to the Public Works Director.
The proposed position will be responsible for developing and implementing the Water Reclamation and Sewer Fund�s annual operating budget of approximately $15 million and a capital improvement budget that has averaged around $7 million over the past five years. The position has traditionally overseen three engineers and 26 contract employees who operate the Burbank Water Reclamation Plant and provide recycled water for Burbank Water and Power�s use and sale. However, with upcoming regulatory changes related to sewer system management, the existing five field crew members who were previously assigned to sewer maintenance have been reassigned to report to the water reclamation and sewer engineering group.
In addition to these increased supervisory responsibilities, the position represents the City at regulatory agency and public meetings. Further, this position is responsible for reviewing future regulations and implementing the necessary changes at the Water Reclamation Plant.
ANALYSIS & CONCLUSION
Due to the essential nature and the recently added regulatory functions conducted by this group of employees in the Department it is important to organize them as a separate Division. In doing so, it becomes necessary to create a position to lead this Division. The Assistant Public Works Director-Wastewater Systems will head up this new Division.
This classification will be an unrepresented management (�Z� group) position, exempt from Civil Service, and exempt from the Fair Labor Standards Act (FLSA). This position will be included in the City�s Conflict of Interest Code. The interim Public Works Director concurs with this recommendation. The Civil Service Board reviewed this establishment at their regularly scheduled meeting on March 1, 2006.
FISCAL IMPACT
The salary for the Assistant Public Works Director � Wastewater Systems will be set at $8,789 - $10,679. This salary is set equal to that of the Assistant Public Works Director � Traffic Engineer. This position will be paid for out of the Water Reclamation and Sewer Fund (Fund 494).
RECOMMENDATION
Staff recommends that the City Council adopt the resolution establishing the specification and salary of the classification of Assistant Public Works Director � Wastewater Systems (CTC No. 0080), as shown in the attachment.
