DRAFT COMMENTS ON THE DRAFT ENVIRONMENTAL IMPACT REPORT REGARDING SEWER SYSTEM IMPROVEMENTS BY THE CITY OF LOS ANGELES � HYBRID ALIGNMENT


 

Purpose:

 

To present City Council with draft comments on the Draft Environmental Impact Report (Draft EIR) regarding sewer system improvements � hybrid alignment proposed by the City of Los Angeles.

 

Background:

 

On January 17, 2006, Public Works presented a draft comment letter to the City Council on Glendale-Burbank Interceptor Sewer (GBIS) project concerns discovered by City staff.  City Council requested modifications to the comment letter and instructed Public Works to bring back a revised version of the letter. 

 

On February 7, 2006, Public Works presented a revised comment letter to the City Council on Glendale-Burbank Interceptor Sewer (GBIS) project concerns.  With the addition of some language requested by Council Members, this letter was sent to Los Angeles.    

 

The City of Los Angeles has recently released a new GBIS alignment alternative, known as the hybrid alignment. Staff was requested by the City Council to bring back a draft comment letter to send to Los Angeles regarding the hybrid alignment alternative.

 

ANALYSIS:

 

Public Works staff, with input from an environmental consultant, identified concerns with the GBIS hybrid alignment, and felt that the full extent of the environmental impacts of this alternative was not fully addressed.  The following sections contained areas of concern:

 

 

These concerns are detailed in the attached draft comment letter.  If additional concerns are raised by the City Attorney, they will be included in the letter.

 

RECOMMENDATION:

 

Direct staff to send the Draft EIR comment letter � hybrid alignment to the City of Los Angeles.
