PURPOSE

Staff requests adoption of a resolution appropriating $3,000 from the General Fund to pay for the installation of speed humps on Frederic Street between Chandler Boulevard and Magnolia Boulevard.

BACKGROUND

At the meeting of January 31, 2006, Council directed staff to install speed humps on Frederic Street between Chandler Boulevard and Magnolia Boulevard.  Council direction resulted from an appeal by Maureen Spagnolo, a resident of Frederic Street, of a decision by the Traffic and Transportation Committee to deny a request for speed humps.

ANALYSIS

Tyner Paving, Inc. is currently under contract with the Department of Public Works to install speed humps at a fixed price of $900 per location, and about $1,000 is needed per location for a complete installation, including signs and pavement markings.  Speed humps are installed about every 300 to 500 feet for the most effective reduction in traffic speeds.  Frederic Street will need three speed humps for a total cost of $3,000.

The speed hump program is currently unfunded as a result of program reductions over the last several years.  Staff requests that City Council authorize the funding of the speed humps on Frederic Street from the General Fund. 

This project is Categorically Exempt as defined in CEQA Guidelines Section 15.301(c).

Fiscal Impact

The proposed resolution will amend the FY 2005-06 budget to appropriate $3,000.00 from account number 001.ND000.30004.0000.00000, unappropriated General Fund balance, to account number 001.PW22A.70002.0000.16668.

RECOMMENDATION

Staff requests that City Council approve a resolution authorizing an appropriation of $3,000 from the unappropriated General Fund balance to install speed humps on Frederic Street between Chandler Boulevard and Magnolia Boulevard.
