SUBJECT: Request for the City Council to Consider Unfreezing Funds for Two (2) Police Officer Positions


 

PURPOSE:

 

The purpose of this report is for the City Council to consider unfreezing two police officer positions.  This issue was requested by Council Member Golonski during the review of the City�s First Quarter Financial Report that occurred at the November 15, 2005 City Council Meeting.  This report serves as the first step in a one-step, two-step process to consider whether or not to proceed in unfreezing police officers.

 

FISCAL IMPACT:

 

Currently, there are a total of eight (8) frozen police officer positions.  These positions were frozen to assist with budget reductions first enacted for the Fiscal Year (FY) 2003-04 budget.  These eight positions were presumed to be frozen for FY 2005-06, and throughout the five year forecast (up through and including FY 2009-10).  If the City chooses to unfreeze two of the eight frozen police officer positions, the current annual cost for two officers would be approximately $198,000 in salaries and benefits.  The annual FY 2006-07 cost would increase to approximately $207,000 due to the salary increase as part of the recently ratified Burbank Police Officer Association�s Memorandum of Understanding.  It is important to note that the calculated cost excludes all equipment such as weaponry, belt, radio, vest, etc. (but does include the annual uniform allowance).

 

RECOMMENDATION:

It is staff�s recommendation that the Council provide direction on whether or not to proceed in unfreezing the police officer positions.
