PURPOSE:
To request Council approval of contract documents and award of a construction contract for Bid Schedule 1186 (BS 1186) � Traffic Signal Modification Project.
BACKGROUND:
The existing traffic signals at the intersections of Hollywood Way at Victory Boulevard and Riverside Drive at Olive Avenue operate without an exclusive left-turn phase in all travel directions. Motorists perform left turn movements through a green ball signal indication, which is a permissible vehicle movement per the California Vehicle Code (CVC) section 21451(a).
The project will install left-turn phasing at the intersections of Hollywood Way at Victory Boulevard and Riverside Drive at Olive Avenue. A Protected-Permissive Left Turn Phase will be installed to prevent potential right-angle type accidents and still maintain intersection level of service with minimal vehicle delay. Due to an increase in vehicle left-turn traffic and the limited line of vision of oncoming traffic, these intersections were identified for left-turn phasing installation as part of the five-year Capital Improvement Program (CIP).
Environmental review determined that this project is categorically exempt according to CEQA Guidelines Section 15301(c).
ANALYSIS:
BS 1186 was advertised for bids on November 16 and November 19, 2005. Ten (10) copies of the bid were purchased from the Financial Services Department. A bid opening was held on December 13, 2005, and five (5) contractors submitted bids as follows:

5. Comet Electric Inc., Canoga Park, CA $ 442,000.00
CT& F Inc. of Bell Gardens submitted the lowest responsible bid of $332,058.00. The bids range from the lowest bid of $332,058.00 to the highest bid of $442,000.00. The engineers cost estimate for the project was $276,620.00. The 17 percent difference is due to an increase in materials and labor costs. Additional funds were allocated for this project in anticipation of these higher prices. CT & F Inc. was found to be qualified for this project with all required licenses and experience. Construction for this project is scheduled to occur between April and June 2006.
FISCAL IMPACT:
Sufficient funding is currently available in the Account No. 127.CD33A.70002.0000.14929 (Signal Modifications) to complete this project.
RECOMMENDATION:
Staff recommends that the Council adopt the proposed resolution approving the contract documents and awarding a construction contract for the Bid Schedule 1186 � Traffic Signal Modification Project
