A regular meeting of the Council of the City of Burbank was held in the Council Chamber of the City Hall, 275 East Olive Avenue, on the above date.  The meeting was called to order at 5:08 p.m. by Mr. Campbell, Mayor.

Charter Review Committee Public Hearing

Announcement

Mr. Campbell invited the public to attend a public hearing on the Charter Review Committee�s proposal to amend the City Charter.  He stated that the hearing will be held on Tuesday, October 24, 2006 at 6:30 p.m.

Helen Putnam Award

 

Mr. Campbell announced that the League of California Cities has selected Burbank, along with the cities of Beverly Hills, Culver City, Glendale, Montebello and Pomona as the 2006 Helen Putnam Award winners in the category of Effective Advocacy, Intergovernmental Relations and Regional Cooperation.  He noted that these cities were selected for this distinguished honor for their collaboration on the Interagency Communications Interoperability System (ICIS), which is a seamless communication within Los Angeles County which significantly improves public safety for these communities.  He invited Jennifer Quan, of the League of California Cities, Don Write, ICIS Director; Greg Simay, ICIS Board Member and Burbank Water and Power Assistant General Manager; and, Mrs. Ramos Vice Mayor and the City�s ICIS Liason, who presented Mr. Campbell with the City�s award.  Mayor Campbell recognized Dennis Gibbons, Communications Systems Manager and Lianne McGinley, Legislative Analyst, for their contribution to this project.

Mr. Campbell presented a Certificate of Recognition to Laurent Jean, representing the Burbank Men�s Golf Club, in appreciation of their cooperative spirit in support of the High School Club Sponsorship, hosting charitable events and exceptional community representation.

Dr. Gordon reported on the Environmental Oversight Committee meeting he attended with Mr. Campbell.  He also reported on meeting with residents along the proposed Beachwood/Sparks Enhanced Bikeway and commented on the Joint Council/Board of Education meeting.

 

Mr. Golonski reported on the Infrastructure Subcommittee and the DeBell Clubhouse Public Art Subcommittee meetings he attended with Mr. Vander Borght.  He also reported on a tour he made with Mrs. Ramos of the Mary Alice O�Connor Child Care Center and commented on the Joint Council/Board of Education meeting.

Airport Authority

Meeting Report

 

Commissioner Brown reported on the Airport Authority meeting of October 16, 2006 at which the Authority received information on the regional airport passenger statistics.  He also provided the Council and public with an update on an incident that happened at Bob Hope Airport on Friday, October 13, 2006, during which a private jet over ran the normal runway and was arrested by the Engineered Material Arresting Systems.

Beachwood Bikeway Project

Mr. Kriske, Senior Planner, Community Development Department, requested direction from the Council regarding further implementation of the Beachwood/Sparks enhanced Class III Bikeway Project.  He stated that on January 25, 2005, the Council directed staff to accept a California Department of Transportation (Caltrans) Bicycle Transportation Account (BTA) grant to construct an Enhanced Class III Bikeway for the purpose of connecting the Chandler Bikeway with the Riverside Drive bike lanes.   He noted that the project, identified in the Bicycle Master Plan adopted in 2003, would serve the dual purpose of providing a regional connection between two Class I bike path facilities as well as an additional neighborhood north-south street connection serving residents and providing linkages in an evolving City bicycle network. 

 

Mr. Kriske stated that the proposed project would be implemented as a Class III facility, which includes installing bicycle route signs along the route and painted stencils in the street notifying motorists that the route is a bicycle-friendly corridor.  In addition, the project proposes the installation of a new traffic signal at Beachwood Drive and Alameda Avenue, and the relocation of a traffic signal from Reese Place and Magnolia Boulevard to Sparks Street and Magnolia Boulevard, one block to the east.  Also, existing signals at Sparks Street and Olive Avenue/Verdugo Avenue, and Beachwood Drive and Riverside Drive would be modified to include bicycle detection. 

 

Mr. Kriske informed the Council that in July 2006, staff received a petition from residents of the 600 and 700 block of Sparks Street objecting to the proposed project routing along their street.  In response to this petition, staff held two community meetings in August 2006 for the purpose of providing information on the proposed project to residents along the route, and to solicit comments on the bikeway proposal.  Residents cited concerns over increased bicycle and vehicular travel in their neighborhood as a result of the bikeway and the proposed signal improvements, as well as a fear that the introduction of non-residents to the street on bicycles would increase crime and loitering.  He noted that additional comments included concern over parking impacts to neighboring residences, safety of pedestrians and children living on the route, desire to confine bicycle facilities to commercial streets, desire for bicycle facilities to serve Downtown Burbank, and concern over conflicts between bicycles and equestrian users in the Rancho neighborhood. The overall message from residents in attendance at the community meetings was a near unanimous show of opposition to the project. 

 

Mr. Kriske reported that in addition to the community and neighborhood concerns regarding the Beachwood Bikeway project, staff has encountered a funding shortfall that may require changes to the project scope or a delay in implementation of some of the project components.  With increased costs due to escalating traffic signal equipment costs, revised construction estimate costs project a budget shortfall of approximately $220,000.

 

Mr. Kriske stated that overall, staff believes that the proposed project represents the best alternative for an on-street north-south facility that balances the need to provide a direct north-south linkage throughout the City and links two Class I regional facilities along low-volume local streets as an alternative to higher volume collector or arterial streets.  He noted staff�s belief that installation of new traffic signal equipment will not have a significant effect on increased through traffic, as routing of the bikeway with a jog at Oak Street and timing of the existing and new traffic signals will not provide an attractive cut-through alternative to motorists.  He added that the traffic volumes on the selected streets provide a safer alternative to cyclists than alternatives of busier streets and that installation of an on-street bikeway will not increase crime or loitering on the residential streets.  He noted that statistics on Chandler Boulevard indicate a significant decrease in crime.  He also noted that the relatively low volume of bicycle traffic destined to use the facility does not pose a significant impact to equestrian users along Beachwood Drive.  He recommended the Council approve of proceeding with the project.

 

Following Council deliberation, staff was directed to abandon the proposed project route and continue to look for other alternatives.  Staff was also directed to contact Caltrans to see if the grant funding can be reprogrammed for other bicycle improvements in locations already identified.  Direction was also given that the local match be programmed for other bicycle enhancements, in particular bicycle signal detection that�s part of the overall Bicycle Master Plan.  The Council also requested that prior to any implementation of a bicycle route, input be received from the neighborhood.

Ordinance ordering the 2007 Municipal Elections

 

 

 

Mrs. Wilson, Deputy City Clerk, requested the Council introduce and adopt an ordinance ordering the 2007 Municipal Elections.  She noted that as mandated by the Charter and Burbank Municipal Code, a Primary Nominating Election will be conducted on February 27, 2007, to nominate or elect candidates to two offices for Member of the City Council and three offices for Member of the Board of Education for four-year terms.  She added that a General Municipal Election will be conducted on April 10, 2007 to elect the candidates nominated at the Primary Nominating Election.  She stated that the Nomination Period for the elections opens on Monday, November 6, 2006.

Mr. Barlow, City Attorney, reported that at the Council meeting of September 19, 2006, Council Member Ramos requested Council consideration of an additional period of oral communications at the beginning of study sessions.

 

Mr. Golonski suggested that rather than take or give direction at study sessions, the study session also be placed on the agenda as an item for the Council to give direction or take action.  He stated that this will provide the public an opportunity to give testimony at the oral communications periods after they have received the information discussed at the study session.  The Council concurred.
