PURPOSE
This report provides preliminary information to City Council on the need for speed humps on Frederic Street as a first step in a two-step process to formalize an agenda item on this issue as requested by Mrs. Maureen Spagnolo.
BACKGROUND
Staff received a petition from the residents on Frederic Street living between Magnolia Boulevard and Chandler Boulevard (the 800 and 900 blocks of Frederic Street). The street contains 39 single-family residences, and a two-thirds majority responded favorably to speed humps as required by our current speed hump policy.
ANALYSIS
Staff investigated the engineering requirements for speed humps on Frederic Street and compared the conditions to criteria in the speed hump policy. The current traffic speeds on the street range from 27 MPH to 31 MPH, and the traffic volume ranges from 390 to 467 vehicles per day. Vehicle speeds are within the acceptable range for the installation of speed humps, but the traffic volume is slightly less than the minimum 500 vehicles per day. Staff declined to install speed humps on Frederic Street because the minimum volume criteria as defined in the speed hump policy was not attained. The Traffic and Transportation Committee agreed with the staff decision. Mrs. Maureen Spagnolo requested that the item be heard by City Council.
RECOMMENDATION
Staff requests City Council direction whether to formally agendize this item.
