Purpose:

To request Council approval of contract documents and award of a construction contract for Bid Schedule No. 1144 - Magnolia Boulevard Improvement Project.

Background:

This project provides for street resurfacing, removal and reconstruction of curbs, gutters, sidewalks, driveways, and pedestrian ramps. The location is shown on Exhibit A. 

Analysis:

Bid Schedule 1144 was advertised for bids on September 21 and 24, 2005.  On October 18, 2005, 8 contractors submitted bids ranging from $1,245,080 to $1,698,655, as shown on Exhibit B.  Griffith Company of Santa Fe Springs, California, submitted the lowest bid, 19.8 percent above the engineer�s estimate of $1,039,038.  This contractor has previously performed work similar to the scope of work in this project for other municipalities with satisfactory results. 

Construction of this project is planned to occur between January and March, 2006. An environmental review categorized this project as exempt by Categorical Exemption under CEQA Section 15301(c).

Fiscal Impact:

Sufficient funding for this project is available in Project No. 13747.  In March of this year, Council adopted Program Supplement Agreement No. M012 to Administering Agency - State Agreement No. 07-5200 with California Department of Transportation for funding of this project.  Under this agreement, 88.53% of construction costs of this project will be reimbursed to the City.

Recommendation:

Staff recommends that Council adopt the proposed resolution approving the contract documents and awarding a construction contract to Griffith Company, for Bid Schedule No. 1144, Magnolia Boulevard Improvement Project.
