PURPOSE:
To request City Council approval of a proposed resolution that authorizes the City Manager to accept $236,758 in State Homeland Security Grant Program (SHSGP) funds for the Fire and Police Departments, and amend the Fiscal Year (FY) 2005-06 Budget by appropriating funds.
BACKGROUND:
The federal Department of Homeland Security (DHS), through the Office for Domestic Preparedness (ODP), is providing funding to California for emergency prevention, preparedness, and response personnel to prevent, deter, respond to and recover from threats and incidents of terrorism. The Fiscal Year 2005 Homeland Security Grant Program will support two separate programs for the City of Burbank: the State Homeland Security Program (SHSP) and the Law Enforcement Terrorism Prevention Program (LETPP).

DISCUSSION:
The grant provides for one-time funding for specialized equipment and training to enhance the capability of local agencies to prevent, respond to, and mitigate incidents of terrorism. Items approved for the City of Burbank include identification software to assist with terrorism prevention, radios for first responders, HazMat training courses and associated backfill, and monitoring equipment for critical City infrastructure sites. Prior to receiving funds, the City must meet the following requirements: an Equal Opportunity Employment Plan (EEOP) must be on file for review by the Office for Civil Rights upon request, a certification form must be completed, and an Operational Area Needs Assessment must be completed. All requirements have been met.
FISCAL IMPACT:
At this time, Staff is requesting that City Council accept the grant and appropriate from revenue account 001.ND000.48010.1069 (State Domestic Preparedness Grants) to the following: $86,557 to Fire Department account number 001.FD02A.70011.0000.16130, $70,200 to Fire Department Account number 001.FD02A.60007.0000.16130 and $80,001 to Police Department account number 001.PD01A.70011.0000.16130 to facilitate grant expenditures.
This grant will not require matching funds. Recurring costs for both departments are minimal and will be absorbed in the current budget. This is a reimbursement grant. It will take approximately thirty days for the State to reimburse the County of Los Angeles. It will then take approximately thirty days for the County to reimburse the City.
RECOMMENDATION:
Staff recommends that the City Council adopt the resolution accepting the grant and amending the FY 2005-2006 Budget by appropriating the funds in the amount of $236,758.
