PURPOSE:

The purpose of this report is to request City Council approval of a resolution that would authorize a Professional Services Agreement (PSA) with Alliance Resource Consulting LLC for the recruitment of the Financial Services Director, and amend the Fiscal Year (FY) 2005-06 budget by appropriating funds.

BACKGROUND & DISCUSSION:

Due to the unfortunate passing of Derek Hanway, the position of Financial Services Director is vacant.  This is a key position on the Executive team.  Due to the technical nature of the position, as well as the extensive review and background process needed to fill the position, the City solicited proposals from Executive recruitment firms.  Seven proposals were received and reviewed by staff. 

ANALYSIS & CONCLUSION:

Staff has selected Alliance Resource Consulting LLC to conduct the Financial Services Director recruitment.  Alliance�s proposal is attached.  This firm has extensive experience working with municipal agencies in this area.  In addition, Alliance has successfully worked with the City on prior recruitment efforts.  The use of this firm is expected to expedite the process and to give the City access to candidates that may not have been available otherwise.

FISCAL IMPACT:

Funds for this service were not anticipated in the FY 2005-06 Budget and will require an amendment appropriating $25,000 from Account No. 001.ND000.30004.0000.000000 (General Fund Unapproriated Fund Balance) to Account No. 001.MS02D.62085.0000.000000 (Other Professional Services). 

RECOMMENDATION:

It is recommendation that the City Council adopt the proposed resolution and that the Management Services Director be authorized to execute the Professional Services Agreement.
