PURPOSE:

To request Council approval of contract documents and award of a construction contract for Bid Schedule No. 1134 - Alley Reconstruction Project.

BACKGROUND:

General funds were appropriated in the approved 2004-2005 Capital Improvement Program for pavement reconstruction of deteriorated streets, alleys, and sidewalks throughout the City.  The scope of work of this project includes reconstruction of three alleys shown on Exhibit A.  Bid Schedule No. 1134 was advertised for construction bids on May 7 and 11, 2005.

ANALYSIS:

A bid opening was held on May 31, 2005. Four contractors submitted bids ranging from $136,985.00 to $216,863.00, as shown on Exhibit B.  KALBAN Inc. of Sun Valley, California, submitted the lowest bid of $136,985.00 which is 44.5 percent below the engineer�s estimate of $247,000.00. This contractor has performed work similar to the scope of work in this project for the City of Burbank with satisfactory results.

Construction of this project is planned to occur in August and September 2005.  The work is to be completed within 26 consecutive calendar days. An environmental review categorized this project as Categorically Exempt under CEQA Section 15301(c).

FISCAL IMPACT:

The total amount for this project is $136,985.00. Sufficient funding is available in Project No. 14552.

RECOMMENDATION:

Staff recommends that Council adopt the proposed resolution approving the contract documents and awarding a construction contract to KALBAN Inc. for Bid Schedule No. 1134, Alley Reconstruction Project.
