PURPOSE
Staff is requesting Council approval of a resolution amending the FY 2004-2005 budget and appropriating funds for the purpose of a City donation to the National Law Enforcement Officers Memorial Fund for the construction of a museum.
BACKGROUND
The National Law Enforcement Officers Memorial was dedicated in 1991 and pays tribute to all the law enforcement officers who have lost their lives in the line of duty. In July 1987, the City Council approved a resolution donating $1,000 to the construction of the Memorial.
Plans are currently underway to create a National Law Enforcement Museum at the site of the Memorial. The Museum will tell the stories of the thousands of officers included on the Memorial, including Matthew Pavelka, Burbank�s own police officer who was killed in November 2003.
At the request of the National Law Enforcement Officers Memorial Fund, the Burbank Police Officers Association (BPOA) is organizing an event to raise funds for the museum. The event, entitled �An Evening of Respect,� will be held on July 9, 2005 at the Los Angeles Equestrian Center. The goal is to raise $100,000. All proceeds will be forwarded to BPOA who will present the contributions to the National Law Enforcement Officers Memorial Fund.
ANALYSIS
On June 7, 2005, staff brought before Council a discussion regarding whether the Council wished to make a donation and in what amount. Council voted that evening to make a City donation in the amount of $10,000. The action requested tonight would appropriate the $10,000 donation from the UUT In-Lieu Set Aside to an expenditure account so that a check may be sent to BPOA.
With a sponsorship of $10,000, the City will receive the following benefits:
Fiscal Impact
The proposed resolution appropriates the $10,000 donation from account number 001.ND000.30001.1015 (UUT In-Lieu Set Aside) to account number 001.ND000.62895.1003 (National Police Memorial Donation). RECOMMENDATION
Staff recommends that the City Council approve the proposed resolution appropriating the funds for a donation to the Law Enforcement Officers Memorial Fund for the construction of a museum as requested by the City Council on June 7, 2005.
