PURPOSE:
The purpose of this report is to request the City Council approve a new City ordinance governing the �rules of the road� for Bicycle Paths, Bicycle Trails, Bikeways, Equestrian, Hiking and Recreation Trails.
BACKGROUND:
The City of Burbank provides community members many different avenues to enjoy outdoor recreational activities. Some of the activities include the use of Bikeways, Bicycle Paths and other types of trails. These designated areas provide a place where community members can walk, ride bicycles, skate, hike, horseback, and skateboard in a safe environment. To keep these areas as safe as possible, a City ordinance to govern the modes of transportation in the specified areas is necessary.
ANALYSIS:
The ordinance states that the following modes of transportation are prohibited from operating on the Bike Paths, Bicycle Trails, Bikeways, Equestrian, Hiking and Recreation Trails:
The following modes of transportation are allowed to operate on Bike Paths, Bike Trails and Bikeways:
The following modes of transportation are allowed on Hiking and Recreational Trails:
� Pedestrian � Bicycles � Horse
The following modes of transportation are allowed on Equestrian Trails:
All bicycle riders shall ensure that bicycles are operated in a safe manner and equipped in accordance with the California Vehicle Code.
Any person who operates a self propelled wheelchair, invalid tricycle, or motorized quadricycle, due to a physical disability, may operate the device in any area open to pedestrians.

None
RECOMMENDATION:
Staff recommends that the City Council adopt the proposed City Ordinance to provide a safe environment along Bike Paths, Bicycle Trails, Bikeways, Equestrian, Hiking and Recreation Trails.
