PURPOSE:
The purpose of this report is to request City Council adoption of a resolution amending Resolution No. 21,732 to provide for an adjustment to the Financial Services Director�s salary range.
BACKGROUND:
Staff recently began the negotiation process with each of the City�s bargaining groups for the 2005-06 Fiscal Year. As part of that process, staff looks at agreed upon survey cities to ascertain the equity in the marketplace. A survey was recently completed for the Financial Services Director position using the salary comparisons from the cities of Anaheim, Garden Grove, Glendale, Huntington Beach, Long Beach, Pasadena, Riverside, Santa Ana, San Bernardino, Santa Monica and Torrance. This survey resulted in the salary for this position being 7.19 percent below the average of the comparable survey cities.
ANALYSIS AND CONCLUSION:
Over the past few years, the City, like the State of California, has been addressing continued financial problems. To address these continued budgetary shortfalls, the City has had to make a number of budget cuts and consider revenue enhancements. Due to these fiscal restraints, it has been difficult for the City to consider the equity in the marketplace for its employees through market surveys. However, the City understands the need to consider survey inequities to address on-going recruitment and retention issues. To this end, staff has been working on a reasonable plan that will provide for the ability for the City and bargaining groups to together begin making progress on obtaining market based wages for City positions. As one of the first actions in this goal, staff is requesting City Council approval of an adjustment to the Financial Services Directors salary range from $9,282 - $11,278 to $9,950 - $12,089. This adjustment will bring the position to the average of the 11 comparable survey cities (an increase in the range of 7.19%).
FISCAL IMPACT:
The change in this salary range will impact the budget by 7.19%. However, this increase will be absorbed this fiscal year through salary savings and will be appropriately budgeted for in the Fiscal Year 2005-06 Budget.
RECOMMENDATION:
It is recommended that the City Council adopt the proposed resolution.
