SUBJECT:

AMATEUR ATHLETIC FOUNDATION OF LOS ANGELES GRANT

PURPOSE

Staff requests City Council approval for the City Manager to execute a grant agreement and receive equipment and funding from the Amateur Athletic Foundation (AAF) of Los Angeles.  The grant funding received from the AAF will assist the Park, Recreation and Community Services Department with equipment and salary support of the Swim Team and Water Polo programs offered during the City of Burbank Summer Aquatics Season.

BACKGROUND

The AAF of Los Angeles is a California nonprofit public benefit corporation organized for the purpose of aiding and assisting, through contributions and otherwise, amateur sports programs primarily for youth in the Southern California area.  More specifically, they are interested in this grant support furthering the aquatics experiences for the youth of the community of Burbank.

In the 2004 Summer Aquatic Season, the City of Burbank received the benefit of a grant of $3,151.25 from the AAF which was received in the form of equipment required to be able to offer a swim team program and a water polo program.  The grant provided the following: one set of floating water polo goals; one set of water polo nets; one set of water polo caps; two water polo balls; one competitor pace clock; two stopwatches.

The equipment caps enabled staff to provide instruction and coaching to middle school and high school youth to be able to participate in an instructional water polo league coordinated by the AAF.  The pace clock and stop watches were used by the coaching staff of the swim teams to train and prepare the youth on the teams for competition in local San Gabriel Valley swim meets as well as the AAF end-of-season swim meets.

ANALYSIS

This 2005 grant, administered by the AAF, presents another financial opportunity for the City to further offset the costs of additional equipment purchases for the water polo and swim teams and salary dollars for water polo and swim team coaching staff.  The equipment funding for the 2005 grant will include the following: one set floating water polo goals; one set of water polo caps; eight water polo balls; one pace clock; six stop watches; fifty (50) kickboards; fifty (50) Pull Buoy II; one set water polo markers; and one equipment tote.

The funding for salaries would support approximately 90 hours each for one Aquatics Head Coach (title of Sr. Lifeguard), one Water Polo Coach ( title of Lifeguard Instructor), and two Swim Team coaches (title of Lifeguard Instructor).

By securing the additional funding for equipment and salary dollars, staff anticipates enhanced interest by the middle school and high school youth and growth in the water polo and swim teams offered for the community by the Park, Recreation and Community Services Department during the 2005 Summer Aquatics Season.

FISCAL IMPACT

The Citys additional grant funding of $9,992.85 will assist in offsetting $5,886.85 of the salaries used for swim team and water polo team coaches, and $4,106.00 for additional equipment used to support the swim team and water polo programs.  The funds will be appropriated during the FY 05/06 budget process.

RECOMMENDATION

Staff recommends that the City Council adopt the proposed resolution authorizing the City Manager to execute a grant agreement and use funds from the Amateur Athletic Foundation of Los Angeles for equipment and salary support of the Swim Team and Water Polo programs offered during the Summer Aquatics Program.
