PURPOSE:

The purpose of this report is to request City Council adoption of a resolution amending Resolution No. 21,732 to provide for an increase in the City Attorney salary range.   

BACKGROUND:

Pursuant to a request from the City Council Sub-Committee, the Council reviewed the compensation of the City Manager and City Attorney at the April 26, 2005 City Council meeting.  As the City Attorney and City Manager are officials appointed by the City Council, they are to receive their annual performance evaluations and salary compensation determinations from the Council.  

Effective July 1, 2004, the salary range for the City Manager position is $12,636 to $15,353, and the salary range for the City Attorney is $11,327 to $13,762 per month. The City Manager was promoted to the position on March 25, 2003 which provided for her current salary of $12,650.  The City Attorney�s last salary adjustment was on July 1, 2003, which provided for his current salary of $13,527. 

ANALYSIS AND CONCLUSION:

At the April 26^th meeting, the Council approved a six percent salary range movement (bringing the salary to $13,409) for the City Manager and a 2.5 percent increase for the City Attorney.  Since the City Attorney was only 1.74 percent from the top of the range, it is necessary to adjust the current salary range to provide for the Council approved 2.5 percent increase.  The new range will be set at $11,412 to $13,865. 

FISCAL IMPACT:

There is a minimal impact of .76 percent to the budget since the salary range has increased slightly.  However, it will be absorbed this fiscal year through salary savings and will be appropriately budgeted for in the Fiscal Year 2005-06 Budget. 

RECOMMENDATION:

It is recommended that the City Council adopt the proposed resolution.
