ESTABLISH THE SPECIFICATION FOR THE CLASSIFICATION OF PARKING ANALYST CTC No. 0588


PURPOSE

 

The purpose of this report is to request City Council adoption of a resolution establishing the specification for the classification of Parking Analyst CTC No. 0588, as shown in the attachment.

 

BACKGROUND

 

The Public Works Department is in the process of developing the details for a comprehensive Downtown Parking Maintenance and Management Plan.  At the same time, the Department is continuing to implement monthly and preferential parking programs, deal with MTA on lease issues along San Fernando Boulevard, administer a new curb painting fee program, and handle the logistics related to film parking requests.

 

In the past, an Administrative Analyst II has assumed many of these duties.  However, this position has been vacant for several months.  With all the current parking programs and the additional parking programs envisioned for the Downtown area, a staff of professionals will be needed to make sure that there are adequate resources to properly manage all these new approaches.  A key element to ensure the continuing success of these parking programs citywide is to create a specialized position, Parking Analyst.  This position will make sure the existing programs stay on track, implement the new programs, and provide the proper level of support for this important community service.  The new proposed title and specification more accurately describes the actual duties and requirements for this type of position.  It will also assist the department in its need to recruit for this highly specialized field.

 

ANALYSIS & CONCLUSION

 

This position will be responsible for the planning and implementing of current and future parking programs in the Public Works Department.  The establishment of the new title and specification for the classification of Parking Analyst addresses the significant changes in this area and clearly reflects the actual duties and requirements for the position.  This will address the current and ongoing needs of the department.

 

This classification will be a Civil Service position, exempt from the Fair Labor Standards Act (FLSA), and will be included in the City�s Conflict of Interest Code.  The Burbank Management Association (BMA) will represent this classification.  The Civil Service Board approved this establishment at their regular meeting on March 2, 2005.         

 

FISCAL IMPACT

 

The salary range for the Parking Analyst will be set at $4,535 - $5,510.  This position will under fill a vacant Administrative Analyst II position, therefore resulting in a salary savings for the department.

 

RECOMMENDATION

 

Staff recommends that the City Council adopt the proposed resolution establishing the specification for the classification of Parking Analyst CTC No. 0588.
