SUBJECT: APPROVAL TO ENTER INTO AGREEMENTS WITH THE NATIONAL SCULPTORS� GUILD AND KATHLEEN CARICOF AND DALE CLAUDE LAMPHERE FOR TWO ART IN PUBLIC PLACES PROJECTS AT BURBANK WATER AND POWER


PURPOSE

 

To request City Council approval of two proposed Art in Public Places Projects at Burbank Water and Power (BWP), and authorization to enter into Agreements with the National Sculptors� Guild and artists Kathleen Caricof and Dale Claude Lamphere for the design, fabrication, and installation of the two art projects.

 

BACKGROUND

 

Efforts have been under way to utilize BWP as a site for completing the City�s art commitment which was previously designated for the Water Reclamation Plant project.  A Site Specific Selection Committee was formed in May 2004 for the purpose of selecting two significant Art in Public Places projects which focus on water and light elements, to be located in the view corridors of Magnolia/Lake and Olive/Lake.  The Committee members are:  Mary Alvord, City Manager; Ron Davis, General Manager, BWP; Bruce Feng, Deputy City Manager/Public Works and Capital Projects; Stacey Murphy, Councilmember; Robert Olson, BWP Board Vice Chair; Jef Vander Borght, Vice Mayor;  Penny Young, Art in Public Places Committee Representative; Eric Hansen, Parks, Recreation, and Community Services Director; and JoAnn Davis, Project Manager.

 

In August 2004, the Committee attended an annual art festival in Loveland, Colorado, the home of many large-piece artist shops, foundries, and permanent displays, and also toured a variety of fountains and sculptures in the cities of Cerritos and Brea, for ideas.

 

After reviewing artwork of 43 artists, the Committee reached consensus on the following artists  based upon their experience, ability, and talent with large sculptures.  Both are members of the National Sculptors� Guild.  Following are descriptions of the proposed art projects: 

 

            Artist:  Kathleen Caricof � Magnolia/Lake Corner

 

This stone sculpture is titled �Community� and is 10.5� to 11� tall with a 29� diameter fountain.  It has large panels of limestone, sandstone, and granite carved of individual people situated on a concrete base (Attachment I).  Their interaction with one another creates energy.  The sculpture combines a water fountain and different colors of stone/granite to reflect community.  As one sees the sculpture from different angles, the figures will appear as men, women, children, friends, family, or even strangers being introduced to each other.  Openings in the sculpture are always at a place of the heart, allowing us to see into and beyond the horizons, goals, and opportunities.  The light passing through will catch peoples� attention, bringing them back to the piece.  Lit at night, the figures will continue to change as they are viewed from different angles.  The sculpture has an art deco feel which will fit in with BWP�s architecture. The cost is $294,144, and the completion date would be approximately six months from the signing of the contract.

 

Kathleen Caricof from Evergreen, Colorado, has previous experience in the design and production of large sculptures.  For the past 14 years, she has carved with sculptors from around the world at the Marble/Marble Symposium, as well as teaching at the Art Students League of Denver.  She is currently creating two 16-ft. marble and granite sculptures, representing an Air Disaster Memorial, for the City of Cerritos.

 

            Artist:  Dale Claude Lamphere � Olive/Lake Corner

 

This freestanding brushed stainless steel sculpture titled �Water and Light� is 20� tall and 20� wide.  It playfully echoes the BWP logo (Attachment II).  It depicts water resources and exhibits energy beaming upward and outward while suspending whimsical clouds in a buoyant manner.  Powder-coated colors from the BWP logo will accent the piece.  The cost is $50,000, and the completion date would be approximately six months from the signing of the contract.

 

Dale Claude Lamphere has previous experience in the design and production of large sculptures.  He has completed over 40 large-scale public works, and is nationally recognized with sculpture located from the Basilica of the National Shrine in Washington, D.C., to the Eisenhower Medical Center in California.

 

The Committee has been working through John Kinkade, Executive Director of the National Sculptors� Guild, for facilitation with the artists.  Since December 2004, the Committee has received conceptual and refined designs from both artists and enthusiastically supports the proposed designs.

 

The proposed designs were also discussed with the BWP Board on March 17, 2005.  The proposed designs were also presented and reviewed by the Art in Public Places Committee (APPC) on March 23, 2005, and were determined to be in compliance with the Art in Public Places Ordinance and therefore accepted by the APPC.

 

ANALYSIS

 

The proposed art projects have the enthusiastic support of the Site Specific Selection Committee and the APPC.  Both committees unanimously recommend that the City Council approve the proposed designs of Kathleen Caricof for the Magnolia/Lake corner and Dale Claude Lamphere for the Olive/Lake corner.  As designed, both art projects will provide a sense of identification that immediately makes visitors to the building, as well as those passing by, aware of Burbank�s strong sense of community.  The placement of both art pieces on corners adjacent to the street will maximize the visibility of both sculptures to the public. 

 

In conjunction with the building remodel of BWP, landscaping of both areas is being coordinated by the architectural firm of Ahbe Landscape Architects.  In addition, Katie Sprague, Vice President of the architectural firm of RTKL, is coordinating the overall process to ensure the art pieces fit in with the character of the building. 

 

Ms. Sprague will be in attendance at the City Council meeting to assist in the presentation.  Artist Kathleen Caricof will also be present to respond to any questions.

 

FISCAL IMPACT

 

Funds of $380,000 are available in BWP�s FY 04/05 budget.  As all of these funds will not likely be spent this fiscal year, the funds will be included in BWP�s proposed FY 05/06 budget.

 

RECOMMENDATION

 

Staff recommends that the City Council approve the two proposed Art in Public Places projects titled �Community� and �Water and Light,� and authorize staff to enter into Agreements with the National Sculptors� Guild and Artists Kathleen Caricof and Dale Claude Lamphere for the design, fabrication, and installation of the two art projects.

 

If the City Council concurs, the appropriate action would be a motion to adopt each of the following resolutions:

 

1.      �A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING THE AGREEMENT BY AND AMONG THE CITY OF BURBANK, THE NATIONAL SCULPTORS� GUILD AND KATHLEEN CARICOF FOR THE DESIGN, FABRICATION AND INSTALLATION ARTWORK AT THE BURBANK WATER AND POWER FACILITY.�

 

2.      �A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING THE AGREEMENT BY AND AMONG THE CITY OF BURBANK, THE NATIONAL SCULPTORS� GUILD AND DALE CLAUDE LAMPHERE FOR THE DESIGN, FABRICATION AND INSTALLATION ARTWORK AT THE BURBANK WATER AND POWER FACILITY.�
