SUBJECT: RESOLUTION APPROVING THE FINAL CHANGE ORDER FOR BID SCHEDULE NO. 1119, CHANDLER BOULEVARD BIKEWAY PROJECT AND APPROPRIATING $86,875.36 OF PROPOSITION C FUNDS


 

Purpose

 

To request Council approval of the final change order for Bid Schedule No. 1119, Chandler Boulevard Bikeway Project and the appropriation of $86,875.36 of Proposition C funds.

 

Background

 

The Chandler Boulevard Bikeway Project is approximately a two-mile long, landscaped, class-I bikeway on the Chandler Boulevard median from Clybourn Avenue to Mariposa Street (Exhibit A). The scope of work included construction of a Portland Cement concrete bikeway and pedestrian path, curb, gutter, pedestrian ramp, sidewalk, asphalt pavement, earthwork, signing, striping, traffic signal modifications, landscape planting, and reclaimed water irrigation. The scope of work also included coordination with MTA�s contractor, who installed a fiber optics conduit along the south side of the bikeway.

 

Analysis:

 

Bid Schedule No. 1119 was advertised for construction bids on September 3 and 6, 2003. On November 18, 2003, Council awarded a construction contract to Valley Crest Landscape Development Inc. of San Fernando, California who submitted the lowest bid of $1,778,253.00 which was $397,004.87 or approximately 18.25% below the engineer�s estimate of $2,175,257.87.

 

Concurrently, Council approved a professional services agreement for construction management with David Evans and Associates, Inc. in the amount of $116,810.00 which was funded out of the $397,004.87 construction budget savings.

 

The construction of the bikeway started in January, 2004, and was substantially completed in August, 2004.  During construction, numerous enhancements were made to the original design to provide a level of service to the public expected for a facility of this type. A few such enhancements included:

  • Additional earthwork excavation to the embankment, and export of the existing median soil so that the bikeway would not be constructed too high above the street level.

  • Installation of fences where steep side slopes could not be avoided.

  • Installation of bollards on both sides of all intersections to reduce the probability of motor vehicles unintentionally entering the bikeway.

  • Installation of a remote controlled irrigation system to better manage the reclaimed water use.

  • Installation of �Doggie Pots� along the bikeway to dispense plastic bags and collect pet waste.

  • Installation of additional benches and trash receptacles for public convenience and litter reduction.

These enhancements along with savings in adjustments to final line item quantities are tabulated on the attached change order form (Exhibit B).

 

Fiscal Impact:

 

This final change order of $373,401.20 increases the contract price by 21% to $2,151,654.20, which is still $23,603.67 below the original engineer�s estimate of $2,175,257.87. There is currently $286,525.84 available in the Chandler Bikeway Project No. 13761.   Staff is requesting that $86,875.36 be appropriated from the unappropriated Proposition C fund balance account 105.ND000.30004.0000.000000 to account 105-CD33A-70002-0000-13761.

 

Recommendation

 

Staff recommends that Council approve the final change order and appropriate $86,875.36 of Proposition C funds for Bid Schedule No. 1119, Chandler Boulevard Bikeway Project.
