PURPOSE
The purpose of this report is to request City Council adoption of a resolution revising and re-titling the specification for the classification of Water Production/Operations Superintendent CTC No. 0992 to Manager Water Production/Operations CTC No. 0536, as shown in the attachments.
BACKGROUND
Burbank Water and Power (BWP) has been undergoing departmental reorganization over the past couple of years to be able to better address the changes in the utility industry and to be on the cutting edge of these changes. Based on these continuing changes in the industry and to be consistent with the market, the department has recognized the need to revise and re-title this specification to portray it as a management position, to include project management responsibilities, to update the current certification requirements, and to illustrate the appropriate career ladder in this field. The new proposed title and proposed revisions (attached as Exhibit 1) specification more accurately describes the actual duties and requirements of this position. They also clearly address the current and on-going needs of the department.
ANALYSIS & CONCLUSION
This position manages the Water Production/Operations section of the utility�s Water Division and provides direct communication to the Assistant General Manager � Water Systems. This position is responsible for administering contracts with outside agencies, contractors, and vendors as well as managing and supervising all activities of the employees within the sections. This includes, but is not limited to coordinating, scheduling, evaluating, training, and providing employee development for long term succession planning. The manager of the Water Production/Operations section is also responsible for managing the utility�s Security section. The revisions and re-titling of this specification more accurately describes the actual duties and requirements of this position, accurately identifies it as a management position, and conforms to equivalent positions within the same and other divisions within BWP and the market industry. These revisions will also assist the department with succession planning when it needs to recruit in this highly specialized field.
This position will continue to be a Civil Service position, subject to the Fair Labor Standards Act (FLSA), and included in the City�s Conflict of Interest Code. The Civil Service Board approved these revisions and re-titling at their regular meetings on November 3, 2004 and December 1, 2004.
FISCAL IMPACT
There is no fiscal impact from the revision or re-titling of this specification because the current salary range for the position will be maintained.
RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution revising and re-titling the specification for the classification of Water Production/Operations Superintendent CTC No. 0992 to Manager Water Production/Operations CTC No. 0536.
