A regular meeting of the Council of the City of Burbank was held in the Council Chamber of the City Hall, 275 East Olive Avenue, on the above date.  The meeting was called to order at 5:15 p.m. by Mr. Vander Borght, Mayor.

Graduation

Interim Fire Chief Pansini, introduced Fire Marshal Dave Starr, Fire Fighter Kelly Chulick and Captain Jess Talamantes, who briefly described the Fire Regional Occupational Program (ROP) and introduced the following graduates:  Scott Beck; Byron Becke; Joshua Betancourt; Freddy Boudier; Chad Brewster; Joshua Collier; Glenn Cooper; Andrew Dunn; Daniel Martinez; Steven Moss; Bradley Olmedo; Nick Payne; Fernando Perello; Roy Rodriguez; Blaine Rush; Andrei Vasilj; Jonathan Van Wagener; Curtis Velasquez; and, Adam Williams. Mayor Vander Borght assisted with the presentation of the certificates.  Chief Pansini presented a commendation to Captain Jess Talamantes for his diligence as coordinator of the ROP since its inception.

Appearing to comment were:  Mark Barton, showing a videotape in support of a Council Member; Evelyn Griffin, expressing concerns with the proposed use at the former Buena Vista Library site; Eden Rosen, on the Council�s recent decision with regard to the oral communications procedure and commending staff for responding to her requests; David Piroli, on dark Council meetings; Mike Nolan, commending the Public Works Department for installing signs in the Burbank Village, on parking meters and issuing of parking citations in the Burbank Village on holidays and Sundays; Esther Espinoza, on the function of public officials; and, Theresa Karam, on allegations against a Council Member.
