Recommendation:

Staff concurs with the recommendation of the Planning Board that the City undertake a targeted study of residentially-adjacent noise complaints before deciding to adopt more restrictive Late Night Hours regulations.  Planning staff is prepared to undertake such a study in conjunction with the License and Code Services staff to study the geographic distribution, particular sources and times of noise complaints to determine if targeting certain locations or types of activities, or noise sources would be more effective that a broad based approach.  Staff estimates that a period of six months to one year would be an adequate time for such a study.
