SUBJECT:

A RESOLUTION OF THE BURBANK CITY COUNCIL AUTHORIZING THE ACCEPTANCE OF A $308,783.65 FY 04 HOMELAND SECURITY GRANT AND AMENDING THE FISCAL YEAR 2004-05 BUDGET, BY APPROPRIATING FUNDS


PURPOSE:

 

To request City Council approval of a proposed resolution that authorizes the City Manager to accept $308,783.65 in FY 04 Homeland Security Grant Program funds for the Fire and Police Departments, and amend the Fiscal Year (FY) 2004-05 budget by appropriating funds.

 

BACKGROUND:

 

The federal Department of Homeland Security (DHS), through the Office for Domestic Preparedness (ODP), is providing funding to California for emergency prevention, preparedness, and response personnel to prevent, deter, respond to and recover from threats and incidents of terrorism.  The Fiscal Year 2004 Homeland Security Grant Program (FY04 HSGP) will support two separate programs for the City of Burbank:  the State Homeland Security Program (SHSP) and the Law Enforcement Terrorism Prevention Program (LETPP).

 

The SHSP provides funding for the following categories:

  • Planning � Planning for homeland security and emergency operations.

  • Equipment - Purchasing of specialized equipment to enhance the capability of State and local agencies to prevent, respond to, and mitigate incidents of terrorism involving the use of chemical, biological, radiological, nuclear, and explosive (CBRNE) weapons and cyber attacks.

  • Training - Costs related to the design, development, and conduct of a State CBRNE and cyber security training programs and attendance at ODP-sponsored and approved CBRNE and cyber security training courses.

  • Exercise - Costs related to the design, development, conduct, and evaluation of CBRNE and cyber security exercises.

  • Management and Administration - Costs associated with the management of the SHSP and implementing State Homeland Security Assessments and Strategies (SHSAS).

The LETPP provides funding for the following categories:

  • Planning � Planning activities associated with:  information sharing; vulnerability assessments; and, development or review of security plans.

  • Organizational Activities - Overtime personnel costs to participate in information, investigative and intelligence sharing activities specifically related to homeland security.

  • Equipment - Purchasing of specialized equipment to: improve information sharing and intelligence activities; make vulnerable targets more resistant to attack, removal or damage; further recognize the potential or development of a threat; enhance capabilities to prevent domestic terrorism incidents; and, ensure interoperable communications between and among law enforcement agencies and other emergency service disciplines.

  • Training - Training activities associated with:  building information sharing capabilities; methods of target hardening; improving the skills of security personnel; recognition of CBRNE threats; surveillance techniques; and other activities.

  • Exercise - Exercise activities to plan for, design, develop, conduct and evaluate exercises that train homeland security preparedness, prevention and response personnel, evaluate prevention and response plans, policy, procedures and protocols and assess the readiness of jurisdiction to prevent and respond to terrorist attack.

  • Management and Administration - Costs associated with the management of the LETPP and implementing State Homeland Security Strategy.

On June 8, 2004, an application was approved by the State of California�s Office of Homeland Security for FY 04 Homeland Security funding.  Prior to receiving funds, the City must meet the following requirements: an Equal Opportunity Employment Plan (EEOP) must be on file for review by the Office for Civil Rights upon request, a certification form must be completed, and an Operational Area Needs Assessment must be completed.  All requirements have been met.

 

FISCAL IMPACT:

 

This is a reimbursement grant.  At this time, Staff is requesting that City Council accept the grant and appropriate from revenue account 001.ND000.48010.1069 (State Domestic Preparedness Grants) to the following:  $108,557.14 to Fire Department account number 001.FD03A.70011.0000.15505, $10,000 to Fire Department Account number 001.FD03A.60007.0000.15505 and $190,226.51 to Police Department account number 001.PD01A.70011.0000.15505 to facilitate grant expenditures.  This grant will not require matching funds.

 

The grant provides for one-time funding for specialized equipment to enhance the capability of local agencies to prevent, respond to, and mitigate incidents of terrorism.  Recurring costs for both departments are minimal and will be absorbed in the current budget. 

It will take approximately thirty days for the State to reimburse the County of Los Angeles.  It will then take approximately thirty days for the County to reimburse the City.  We will maximize the grant funds to ensure that the Fire and Police Departments are better prepared to respond to a terrorism event.

 

RECOMMENDATION:
