SUBJECT: TO REVISE THE SPECIFICATION FOR THE CLASSIFICATION OF WATER MAINTENANCE/CONSTRUCTION SUPERINTENDENT CTC No. 0990


PURPOSE

 

The purpose of this report is to request City Council adoption of a resolution revising the specification for the classification of Water Maintenance/Construction Superintendent CTC No. 0990, as shown in the attachment.

 

BACKGROUND

 

Burbank Water and Power (BWP) has been undergoing departmental reorganization over the past several years to be able to better address the changes in the utility industry and to be on the cutting edge of these changes.  Based on these continuing changes in the industry and to be consistent with the market, the department has recognized the need to revise the specification for this position in order to include project management responsibilities, to more clearly articulate the managerial and supervisory responsibilities, and to update the current certification requirements. 

 

ANALYSIS & CONCLUSION

 

The Water Maintenance/Construction Superintendent manages the Maintenance/ Construction section within the utility�s Water Division and provides direct communication to the Assistant General Manager � Water Systems.  This position is responsible to administer contracts with outside agencies, contractors, and vendors and coordinate these activities with other City departments.  This position is also responsible to manage and supervise all activities of the employees within this section which includes, but is not limited to, coordinating, scheduling, evaluating, training, and providing employee development for long term succession planning.  These revisions more accurately reflect the actual duties and requirements of this position and will assist the department when it needs to recruit for this highly specialized field.

 

This classification will continue to be a Civil Service position, subject to the Fair Labor Standards Act (FLSA), and included in the City�s Conflict of Interest Code.  The Burbank Management Association (BMA) will continue to represent this classification.  The Civil Service Board approved these changes at their regular meeting on October 6, 2004.

 

FISCAL IMPACT

 

There is no fiscal impact from these revisions to this specification as this position will be paid the same as was previously paid.

 

RECOMMENDATION

 

Staff recommends that the specification for the classification of Water Maintenance/ Construction Superintendent CTC No. 0990 be revised as shown in the attachments.
