SUBJECT: TO REVISE AND RE-TITLE THE SPECIFICATION FOR THE CLASSIFICATION OF PRINCIPAL CIVIL ENGINEER/BWP CTC No. 0680 TO MANAGER WATER ENGINEERING/PLANNING CTC No. 0533


PURPOSE

 

The purpose of this report is to request City Council adoption of a resolution revising and re-titling the specification for the classification of Principal Civil Engineer/BWP CTC No. 0680 to Manager Water Engineering/Planning CTC No. 0533, as shown in the attachment.

 

BACKGROUND

 

Burbank Water and Power (BWP) has been undergoing departmental reorganization over the past several years to be able to better address the changes in the utility industry and to be on the cutting edge of these changes.  Based on these continuing changes in the industry and to be consistent with the market, the department has recognized the need to revise and re-tile this specification to portray it as a management position, to include project management responsibilities, and to update the current certification requirements.  The revision and re-titling of this specification reflect the existing market conditions and reflect the current needs of the department.  

 

ANALYSIS & CONCLUSION

 

This position manages the Water Engineering/Planning section of the utility�s Water Division and provides direct communication with the Assistant General Manager � Water Systems.  This position is responsible to administer contracts with outside agencies, contractors, and vendors.  This position is also responsible to manage and supervise all activities of the employees within the section which includes, but is not limited to, coordinating, scheduling, evaluating, training, and providing employee development for long term succession planning.  The revision and re-titling of this specification more accurately describe the actual duties and requirements of the position and conforms to equivalent positions within the same and other divisions within BWP and the market

 

industry.  These revisions will also assist the department when it needs to recruit in this highly specialized field.

 

This classification will continue to be a Civil Service position, subject to the Fair Labor Standards Act (FLSA), and included in the City�s Conflict of Interest Code.  The Burbank Management Association (BMA) will continue to represent this classification.  The Civil Service Board approved these changes at their regular meeting on October 6, 2004.

 

FISCAL IMPACT

 

There is no fiscal impact from this title change or specification revision as the position will be paid the same salary as was previously paid to the Principal Civil Engineer/BWP.

 

RECOMMENDATION

 

Staff recommends that the specification for the classification of Principal Civil Engineer/BWP CTC No. 0680 be revised and re-titled to Manager Water Engineering/Planning CTC No. 0533, as shown in the attachments.
