Purpose
Staff requests City Council authorization to execute a Supplemental Funding Agreement with the California Department of Transportation (Caltrans) to receive $127,000 in Federal funds for the Downtown Burbank Station Landscape Enhancement Project.
Background
On February 22, 2000, the City Council authorized staff to execute a Letter of Agreement with the Metropolitan Transportation Authority (MTA) to receive $127,000 in grant funding for the purpose of enhancing the landscaping in and around the Downtown Station. The landscaping project will add plant material and irrigation along Front Street, between the station and the existing landscaping south of Burbank Boulevard. The design work has been completed and staff will be soliciting construction proposals in the next few weeks.
Supplemental Agreement
The California Department of Transportation (Caltrans) is responsible for overseeing the use of Federal Transportation Enhancement Act (TEA) funds by local agencies. In order to receive the funding for this project, the City must amend the existing Master Agreement with Caltrans that identifies administrative procedures that are applicable to Federal-aid projects. The amendment is done with this Supplemental Agreement, which will incorporate this project into the Master Agreement and permit the City to receive the funding.
Fiscal Impact
David Evans and Associates has estimated the cost for construction of the Downtown Burbank Station Landscaping Project at $148,308.38 (10% contingency included). The TEA grant has been awarded to the City of Burbank for $127,000 with a $31,000 local match. Currently, $131,586.00 in Development Impact Fees are in account 127.CD33A.70002.0000.13293 to front the costs of the project until the City is reimbursed with Federal funds. By executing the Supplemental Agreement, the City will receive a reimbursement of $127,000 in Federal funds for the Downtown Burbank Station Landscaping Project.
Recommendation
Staff recommends that the City Council adopt the proposed resolution.
