PURPOSE
The purpose of this report is to request City Council adoption of a resolution revising the specification for the classification of Water Meter Mechanic CTC No. 0989, as shown in the attachments.
BACKGROUND
Burbank Water and Power (BWP) has been undergoing departmental reorganization over the past couple of years to enable them to continue to be on the cutting edge of utility industry changes. In order to remain competitive, the department needs to continue to keep pace with these changes. The specification for the classification of Water Meter Mechanic has not been revised since 1971. Since that time, there have been significant changes to the basic skill set necessary for the position, as well as changes in the actual duties performed by the position. All backflow work has been transitioned from the Water Mechanic section to the Water Quality section of the department. The Water Meter Mechanic is now responsible for fire service maintenance and fire hydrant maintenance. Additionally, the State of California Department of Health Services has added required certifications to this position. The revisions to this specification reflect the existing market conditions and more accurately describe the actual duties and requirements for the position. These revisions will also assist the department when it needs to recruit for this highly specialized field.
ANALYSIS & CONCLUSION
The revisions to the specification for the classification of Water Meter Mechanic address the significant changes to the classification and more clearly reflect the specialized duties and requirements of the position. They also clearly address the current and on-going needs of the department.
This classification will continue to be a Civil Service position and subject to the Fair Labor Standards Act (FLSA). However, it will not be included in the City�s Conflict of Interest Code. The Burbank City Employees Association (BCEA) will continue to represent this classification. The Civil Service Board approved these revisions to the specification at their meeting on August 12, 2004.
FISCAL IMPACT
There is no fiscal impact from this specification revision as the position will be paid the same salary as before.
RECOMMENDATION
Staff recommends that the classification of Water Meter Mechanic CTC No. 0989 be revised as shown in the attachments.
