PURPOSE:
The purpose of this report is to request City Council approval of a resolution relating to a first amendment to the agreement between the City of Burbank and Southland Transit and the first amendment to the agreement between the City of Burbank and Arcadia Transit doing business as (dba) Super Shuttle. Staff requests the extension of these agreements for a period of eleven (11) months from September 14, 2004 through July 30, 2005. Based upon the increase in the Consumer Price Index for Los Angeles/Orange County Clerical Workers Consumer Price Index which was 4.3%, the extension includes a rate increase of 3% for Arcadia Transit dba Super Shuttle, and a rate increase of 4.3% for Southland Transit. These proposed rate increases are consistent with the language of the current agreement.
BACKGROUND:
On May 14, 2002, Request for Proposals were distributed to approximately eleven (11) transportation service vendors for the operation of the Burbank Local Transit - Demand Responsive Service and Fixed Route Service. SuperShuttle was the only responsive and qualified bidder for the operation of the Burbank Local Transit Demand Responsive Service Area. Southland Transit was among three responsive and qualified bidders for the Burbank Local Transit Fixed Route Service Area. Southland transit received the highest technical score for the Fixed Route services though a competitive bid process. Additionally, SuperShuttle has operated the Airport Area and the Downtown area shuttle service for the past five (5) years. This route provides approximately 4,000 trips monthly from the Downtown Burbank Train Station, to the Airport Area and Downtown Area, and back again.
DISCUSSION:
Southland Transit and Arcadia Transit dba Super Shuttle have both provided excellent service during the terms of the contract period. The Burbank Local Transit system has seen remarkable increases in ridership over the past 12 months. The Demand Responsive Service Areas (Downtown Burbank and Airport Area) has achieved an increase in ridership of 17%, and the Fixed Route Service achieved an increase in Ridership of 10% when compared to FY02/03. Both Southland Transit and Arcadia Transit have worked well with City Staff; they have been very responsive to difficulties and have made adjustments in service as needed or requested.
Additionally, several issues have arisen which necessitate the extension of the contracted services to operate the Burbank Local Transit program. Those issues are 1) The implementation of seven (7) Compressed Natural Gas (CNG) buses into the fixed route program; 2) The emergence of the Transit Task Force, 3) Development of Request For Proposal to include potential outsourcing maintenance of new CNG vehicles and operation of fixed route shuttle.
The City has recently received delivery of seven (7) CNG buses in February and March 2004. Buses were painted in April and May of 2004, and several where placed into service along the Media District Fixed Route. The City began experiencing mechanic failures of buses immediately. The City has been working with the manufacturer to resolve issues of overheating, tank valve failures and air-conditioning failures. Of the seven buses, at any given time in the period of April 2004 through June 2004 only three have been in operation on a consistent basis. Staff from Public Works, Community Development and Parks, Recreation & Community Services agreed that the most prudent action was to extend the contracts, as bidding the program at this time would result in a large variable of bid respondents. Bid respondents would not be able to judge the amount of equipment the bidder would have to supply in order to meet the requirements of the service. The City had previously intended to combine the maintenance of the new CNG buses with the operator of the Fixed Route Service on the BLT as previously Public Works facilities and manpower had been insufficient to provide ongoing CNG vehicle maintenance. Due to recent changes in Public Works maintenance facilities and restructuring of workloads, Public Works Department is now able to accommodate maintenance of new CNG buses.
In June of 2004, the City Council created the Transit Task Force in order to evaluate current service levels and make recommendations toward a possible expanded and/or add new service to benefit Burbank Residents. The Transit Task Force held its first meeting in July of 2004, with recommendations to be made to City Council in approximately four to six months. Given the recommendations of the Transit Task Force (yet undetermined), entering into a multi-year agreement with a vendor may be disadvantageous.
Per original agreement, an extension of contract for a third year will be at a rate not to exceed the Los Angeles/Orange County Clerical Worker Consumer Price Index. The current rate increase of the Los Angeles/Orange County Clerical Workers Consumer Price Index is approximately 4.3% from June 2003 to June 2004. Staff has negotiated with both Southland Transit and Arcadia Transit and a 3% increase over the current rate per revenue hour is agreed to by Arcadia Transit and a 4.3% increase in rate per revenue hour has been agreed to with Southland Transit. The new rate for Southland Transit will be $46.40 when contractor supplies vehicles and $30.75 when City vehicles are utilized. Previous rates were $44.49 for contractor supplied vehicles and $29.49 when City-owned vehicles are operated. The new rate for Arcadia Transit dba Super Shuttle will be $35.52 per revenue hour. The previous rate was $34.49 per revenue hour.
In providing this service efficiently, it is important to have staff that is knowledgeable about routes, route stops, traffic patterns, and street locations. Also, they have been valuable in developing operating practices and implementation of new CNG fleet.

FISCAL IMPACT:
The shuttle operations contracts are paid out of Proposition C transportation funds. The combined contract extension will not exceed $810,000 ($470,000 � Southland Transit, $340,000 �Arcadia Transit) over the proposed extension period. The funds are available in the approved fiscal year 04-05 budget (105-PR44A-62170).
RECOMMENDATION:
Staff recommends that the City Council adopt the proposed resolution, which amends the existing contractual agreement with Southland Transit and Arcadia Transit dba Super Shuttle.
