Purpose
Staff requests City Council approval of a resolution to rescind temporary angled parking and preferential parking on portions of Third Street, to rescind preferential parking on Harvard Road adjacent to Burbank High School, and to install a Class II Bikeway on Third Street between McCambridge Park and Harvard Road.
BACKGROUND
In early 2001, the Burbank Unified School District requested that staff evaluate the possibility of angled parking and preferential parking on portions of Third Street and on portions of Harvard Road to help alleviate teacher and student parking issues while significant construction was taking place at Burbank High School. Burbank Municipal Code Section 29-1021 authorizes the City Council to establish angled parking after study by the Public Works Director and with concurrence of the City Manager. BMC Section 29-1004 authorizes the establishment of preferential parking zones to enable designated groups to park on streets where preferential parking zones have been established.
Preferential Parking
In February 2001, City Council passed Resolution No. 25,938 which established angled parking and preferential parking on both sides of Third Street between Burbank Boulevard and Delaware Road, and on the north side of Harvard Road between Third Street and Glenoaks Boulevard. In August 2001, the parking on Third Street was modified by Resolution No. 26,075 to remove the angled parking from the west side of Third Street for safety reasons. The angled parking increased the available parking spaces, and the preferential parking zone was established to allow exclusive use of the on-street parking by teachers at the high school. Angled on-street parking and a preferential parking zone are currently in place on the east side of Third Street and on the north side of Harvard Road adjacent to Burbank High School.
The new off-street parking facilities for Burbank High School are completed and available for student and teacher parking. The angled parking on Third Street and the preferential parking on Third Street and on Harvard Road are no longer needed to serve the needs of the school during school construction.
Third Street Class II Bikeway
A Class II (marked, on-street) bikeway is planned for Third Street between McCambridge Park and Verdugo Avenue in the Burbank Bikeways Master Plan, approved by City Council in December 2003. The Third Street bikeway will connect the park, high school, and downtown area with other bikeways throughout Burbank. Elimination of the angled parking on Third Street will allow the installation of the marked bikeway now between the park and Burbank High School. The angled parking on Harvard Road will be retained to serve increased parking needs of the library at Burbank High School and for on-street parking for Harvard Plaza.
ANALYSIS
Completion of the Burbank High School parking structure has eliminated the need for increased on-street parking and for the preferential parking for teachers. The Burbank High School administration agrees that school parking needs can now be accommodated within the parking structure, and they do not oppose the removal of angled parking on Third Street and the preferential parking zone on Third Street.
The angled parking on the east side of Third Street will be replaced with parallel parking so that on-street marked bike lanes can be installed as a part of the Bikeway Master Plan. The parallel parking will be sufficient to serve short term parking for the school and nearby residences. The angled parking on Harvard Road will remain to serve area parking needs, and the two hour parking limitation on Harvard Road will also remain to facilitate the use of the branch library and enable the Harvard Plaza residents to use the parking overnight.
FISCAL IMPACT
Modifications to the on-street parking facilities include removal of preferential parking signs and removal of angled parking delineation on Third Street. These modifications can be completed by existing staff and materials.
RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution authorizing the removal of angled parking and preferential parking on the east side of Third Street between Burbank Boulevard and Delaware Road, and authorizing the removal of preferential parking on the north side of Harvard Road between Third Street and Glenoaks Boulevard.
Staff also recommends that the on-street bikeway be installed and marked with appropriate signs and markings in concert with the adopted Bikeway Master Plan.
