PURPOSE
The purpose of this report is to request City Council adoption of a resolution establishing the specification for the classification of Sanitation Leadworker CTC No. 0736, as shown in the attachment.
BACKGROUND
The Streets and Sanitation Division of the Public Works Department has been working on reorganizing to provide more efficient and cohesive work crews. Many of the crews (concrete, asphalt, sewer, and street maintenance) currently employ leadworkers, but not in sanitation. The establishment of this classification will allow the division more flexibility as it continues to reorganize the operations while providing career opportunities consistent with the other crews within the division.
The new proposed title and specification accurately describes the actual duties and requirements for this type of position. This will also assist the department as it currently needs to recruit for a vacancy created by a recent retirement.
ANALYSIS & CONCLUSION
The establishment of the new title and specification for the classification of Sanitation Leadworker will allow the department the flexibility to reorganize operations in sanitation to improve efficiency and continuity. The Sanitation Leadworker will lead and provide the sanitation crews with the functional daily supervision that will relieve these responsibilities from the Sanitation Supervisors and will thereby give them the time needed to deal with their managerial duties. This position will provide routing assistance, provide route assignments, and conduct employee evaluations. This position will also be a �working� position, able to step in and do the work of a Sanitation Worker or Refuse Utility Worker, as needed.
This classification will be a Civil Service position, represented by the Burbank City Employees Association (BCEA), and subject to the Fair Labor Standards Act (FLSA). This position will not be included in the City�s Conflict of Interest Code. The Civil Service Board approved the establishment of this specification at their regular meeting on August 12, 2004.
FISCAL IMPACT
The salary range for the Sanitation Leadworker was established by comparing the salary relationship between the supervisors and subordinates in the concrete, asphalt, sewer, and street maintenance crews, as well as the comparables in Burbank�s survey cities and their salary relationships between supervisors and subordinates. It was determined that the salary range should be set at 27.72% above the Refuse Utility Worker, the highest paid subordinate to this position. This is a comparable relationship to the positions in the Street crews. As such, the new Sanitation Leadworker position�s salary range will be set at $4,001 - $4,996.
This position is being established by downgrading a vacant Sanitation Supervisor position. The department will realize a salary savings of approximately $8,928 annually.
RECOMMENDATION
Staff recommends that the specification for the classification of Sanitation Leadworker CTC No. 0736 be established, as shown in the attachment. Staff also recommends that the salary for the classification be set as proposed.
